10A. City Council to provide feedback and policy direction on the Circulation\nElement update (renamed and referred to herein as the Mobility Element) and\nthe implementing Mobility Analysis Guidelines. Contact Person: Senior\nMobility Planner Jedynak Environmental Considerations: Pursuant to the\nCalifornia Environmental Quality Act (“CEQA”), a focused Environmental\nImpact Report (“EIR”) was prepared to analyze the potential environmental\neffects of the project. The following subject areas were analyzed: air quality,\ngreenhouse gas emissions and climate change, noise and vibration, land use\nand planning, public services and facilities, and transportation and circulation.\nFor each subject area analyzed, it was determined that the project would not\nresult in a significant environmental impact, which is summarized in the CEQA\nFindings of Fact. In accordance with CEQA, the draft EIR was published for a\n45-day public review and comment period from September 6, 2024, to\nOctober 21, 2024 with the State Clearinghouse (State Clearinghouse No.\n2022080705), and San Diego County Clerk-Recorder’s Office, and no public\ncomments were received during this period. Because the draft EIR concludes\nthat the project would not result in significant environmental impacts from\nimplementation of the project, no mitigation measures are required.\nRecommended Action: Receive the report and provide feedback and policy\ndirection on the draft Mobility Element and Mobility Analysis Guidelines.
