3. AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT WITH THE CITY OF EL MONTE FOR SUPPLEMENTAL LAW\nENFORCEMENT SERVICES FOR NEW YEAR’S ACTIVITIES AND SPECIAL EVENTS\nFOR A PERIOD OF FIVE YEARS (2025-2030) IN AN AMOUNT NOT-TO-EXCEED $650,000 (Police Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find the proposed action in the agenda report is exempt from the California Environmental Quality Act (“CEQA”) pursuant to CEQA\nGuidelines Section 15061(b)(3), the “Common Sense” exemption that CEQA only applies\nto projects that may have an effect on the environment; and\n(2) Authorize the City Manager to enter into a contract with the City of El Monte for supplemental law enforcement services for New\nYear’s activities and for Special Events for a period of five years (2025-2030) in an amount not-\nto-exceed $650,000. The proposed contract is exempt from competitive bidding and competitive selection pursuant to City Charter, Section\n1002(H), and Pasadena Municipal Code, Section 4.08.049(A)(3), contracts with other\ngovernment entities.
