AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT WITH BRAUN NORTHWEST INC., FOR THE PURCHASE OF\nTHREE (3) 2026 NORTH STAR 171-1 AMBULANCES FOR A TOTAL AMOUNT NOT-\nTO-EXCEED $1,406,939 (Fire Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the recommended actions in the agenda report are exempt from the California Environmental Quality Act (“CEQA”) pursuant\nto State CEQA Guidelines per Section 15061(b)(3), the “Common Sense” exemption that\nCEQA applies only to projects which have the potential for causing a significant effect on the environment;\n(2) Authorize the City Manager to enter into a contract with Braun Northwest Inc., for the purchase of three (3) 2026 North Star 171-1\nAmbulances in an amount not-to-exceed $1,406,939. Competitive price bidding is not required\npursuant to the City Charter Section, 1002(H) Contracts with other governmental entities or their contractors for labor, materials, supplies, or\nservices; and\n(3) Grant the recommended contract an exemption from the Competitive Selection process pursuant to Pasadena Municipal Code\nSection 4.08.049(B), contracts for which the City's best interests are served.\nTPA

AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT WITH SOUTH COAST FIRE EQUIPMENT INC., FOR THE\nPURCHASE OF TWO (2) PIERCE ENFORCER TRIPLE COMBINATION PUMPERS FOR A\nTOTAL AMOUNT NOT-TO-EXCEED $2,909,297 (Fire Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the recommended actions in the agenda report are exempt from the California Environmental Quality Act (“CEQA”) pursuant\nto State CEQA Guidelines per Section 15061(b)(3), the “Common Sense” exemption that\nCEQA only applies to projects that may have an effect on the environment;\n(2) Authorize the City Manager to enter into a contract with South Coast Fire Equipment, Inc., for the purchase of two (2) Pierce Enforcer\nTriple Combination Pumpers in an amount not-to-exceed $2,909,297. AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT WITH THE CITY OF EL MONTE FOR SUPPLEMENTAL LAW\nENFORCEMENT SERVICES FOR NEW YEAR’S ACTIVITIES AND SPECIAL EVENTS\nFOR A PERIOD OF FIVE YEARS (2025-2030) IN AN AMOUNT NOT-TO-EXCEED $650,000 (Police Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find the proposed action in the agenda report is exempt from the California Environmental Quality Act (“CEQA”) pursuant to CEQA\nGuidelines Section 15061(b)(3), the “Common Sense” exemption that CEQA only applies\nto projects that may have an effect on the environment; and\n(2) Authorize the City Manager to enter into a contract with the City of El Monte for supplemental law enforcement services for New\nYear’s activities and for Special Events for a period of five years (2025-2030) in an amount not-\nto-exceed $650,000. The proposed contract is exempt from competitive bidding and competitive selection pursuant to City Charter, Section\n1002(H), and Pasadena Municipal Code, Section 4.08.049(A)(3), contracts with other\ngovernment entities.

AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT WITH SELECT ELECTRIC, INC., FOR THE PASADENA TRANSIT\nSIGNAL PRIORITY PROJECT FOR AN AMOUNT NOT-TO-EXCEED $726,974\n(Public Works Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find the contract proposed in the agenda report to be categorically exempt under the California Environmental Quality Act (CEQA)\npursuant to Title 14, Chapter 3, Article 19, Section 15301, Class 1 – Existing Facilities, and\nthat there are no features that distinguish this project from others in the exempt class, and therefore, there are no unusual circumstances; and\n(2) Award contract to lowest and best bid dated March 18, 2025 submitted by Select Electric, Inc., in response to the project plans and\nspecifications for the Pasadena Transit Signal Priority System project, and authorize the\nCity Manager to enter into a contract for an amount not-to-exceed $726,974 which includes the base contract amount of $660,885 and a\ncontingency of $66,089 to provide for any necessary change orders.

FINANCE COMMITTEE: AMEND THE FY 2025 CIP BUDGET TO ADD THE WASHINGTON PARK STORMWATER PROJECT AND\nAUTHORIZE THE CITY MANAGER TO EXECUTE A FUND TRANSFER AGREEMENT\nWITH THE LOS ANGELES COUNTY FLOOD CONTROL DISTRICT TO ACCEPT $12,649,271 OF COMPETITIVE SAFE, CLEAN WATER\nPROGRAM GRANT FUNDS (Public Works Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed actions in the agenda report do not constitute a project subject to the California Environmental Quality Act\n(CEQA) pursuant to Section 21065 of CEQA and Sections 15060(c)(2), 15060(c)(3), and\n15378 of the State CEQA Guidelines ,and as such, no environmental document pursuant to CEQA is required;\n(2) Amend the Fiscal Year (FY) 2025 Capital Improvement Program (CIP) Budget to add the Washington Park Stormwater Capture\nProject and appropriate $12,649,271 in Measure W – Safe, Clean Water Program Region\nInfrastructure Program grant funds to this project; and\n(3) Authorize the City Manager to execute a Fund Transfer Agreement with the Los Angeles County Flood Control District to receive a\ntotal of $12,649,271 in Measure W – Safe, Clean Water Program Region Infrastructure\nProgram grant funds.

FINANCE COMMITTEE: AMEND THE HOUSING DEPARTMENT’S FISCAL YEAR 2025 OPERATING BUDGET BY RE-APPROPRIATING\n$1,403,121 FOR THE DOOR OF HOPE DAVID AND KATHERINE LEE HOME\nTRANSITIONAL HOUSING PROJECT (Housing Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action in the agenda report is exempt from the California Environmental Quality Act (“CEQA”) in accordance\nwith Section 15061(b)(3), the “Common Sense” exemption that CEQA only applies to\nprojects that may have an effect on the environment; and\n(2) Amend the Department of Housing’s Fiscal Year (FY) 2025 Operating Budget by re-appropriating $203,121 in the Low and Moderate\nIncome Housing Trust Fund (237) and $1,200,000 in the Inclusionary Housing Trust Fund\n(239) for the Door of Hope David and Katherine Lee Home transitional housing project.

CITY MANAGER’S RECOMMENDED FISCAL YEAR 2026 - 2030 CAPITAL IMPROVEMENT PROGRAM BUDGET (Public Works Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Open the public hearing on the City Manager’s Recommended Fiscal Year (FY) 2026 - 2030 Capital Improvement Program (CIP) Budget;\nand\n(2) Continue the public hearing to May 5, 2025 at 6:00 p.m., and as necessary thereafter at each subsequent meeting of the City Council\nuntil the City Council determines that the public hearing may close and then formally adopt\nthe FY 2026 - 2030 CIP Budget.

SUBMITTAL OF PUBLIC HOUSING AGENCY FIVE-YEAR PLAN (2025-2030) AND ANNUAL PLAN (2025) TO THE U.S. DEPARTMENT\nOF HOUSING AND URBAN DEVELOPMENT (Housing Dept.)\nRecommendation: It is recommended that the City Council (the “City”), as Successor Agency to the Pasadena Community Development\nCommission, after a public hearing:\n(1) Find that the recommended action in the agenda report is exempt from the California Environmental Quality Act ("CEQA"), pursuant\nto State CEQA Guidelines per Section 15061(b)(3), the “Common Sense” exemption that\nCEQA only applies to projects that may have a significant effect on the environment; and\n(2) Approve the City's Public Housing Agency Five-Year Plan (2025-2030) and Annual Plan (2025), as attached to the agenda report,\nand authorize the City Manager to execute any and all documents regarding its submittal to\nthe U.S. Department of Housing and Urban Development.
