9. SUBMITTAL OF PUBLIC HOUSING AGENCY FIVE-YEAR PLAN (2025-2030) AND ANNUAL PLAN (2025) TO THE U.S. DEPARTMENT\nOF HOUSING AND URBAN DEVELOPMENT (Housing Dept.)\nRecommendation: It is recommended that the City Council (the “City”), as Successor Agency to the Pasadena Community Development\nCommission, after a public hearing:\n(1) Find that the recommended action in the agenda report is exempt from the California Environmental Quality Act ("CEQA"), pursuant\nto State CEQA Guidelines per Section 15061(b)(3), the “Common Sense” exemption that\nCEQA only applies to projects that may have a significant effect on the environment; and\n(2) Approve the City's Public Housing Agency Five-Year Plan (2025-2030) and Annual Plan (2025), as attached to the agenda report,\nand authorize the City Manager to execute any and all documents regarding its submittal to\nthe U.S. Department of Housing and Urban Development.
