9. AMENDMENT TO CONTRACT WITH HISTORIC RESOURCES GROUP – F2M20-51,\nC2M22-53, M2M25-43\nOn September 26, 2022, the City Council awarded a contract to Historic Resources Group\n(HRG) for professional consulting services in the development of Phase 2 and Phase 3 of\nthe Historic Preservation Program in an amount not to exceed $276,480. Since the award\nof the contract, HRG has completed Phase 2 (Historic Resources Survey) and has made\nsubstantial progress on Phase 3 (Historic Preservation Ordinance). As part of the\ndevelopment of the Historic Preservation Ordinance, there have been a total of five\ncommunity meetings and four Historic Preservation Commission meetings, thus far. The\namount of time HRG has spent preparing for these meetings as well as time spent working\non revisions to the Draft Historic Preservation Ordinance and preparation of supplemental\ninformational materials has exceeded what was included in the scope of services under\nthe original contract. As such, a request to amend the contract is being brought forth to\nprovide HRG with the resources necessary to complete the project in accordance with the\nmost updated schedule. The proposed amendment to the contract with HRG is an amount\nnot to exceed $40,860.\nRecommended Action: City Council approve Amendment No. 1 to Contract No.\nC2M22-53 with Historic Resources Group (HRG) for the development of a Historic\nPreservation Ordinance (Phase 3 of the Historic Preservation Program) in an amount not\nto exceed $40,860 for a contract total of $317,340, subject to final language and approval\nby the City Attorney and the City Manager; and, direct staff to undertake the steps\nnecessary to finalize the Council’s action.
