The\nproclamation will be mailed to the Peace Over Violence Organization.

EXECUTE CONTRACT FOR FISCAL YEARS 2025-26 AND 2026-27 WITH THE\nALHAMBRA CHAMBER OF COMMERCE– F2M21-43, C2M25-12, M2M25-44\nThe City has contracted with the Chamber of Commerce for many years to provide\npromotional services on behalf of the City. The services provided by the Chamber and\nproposed in this report support the business community, promote Alhambra, and\nencourage partnerships within the community. The following is a summary of the services\nthe Chamber of Commerce will be providing under the new contract: Participate with the\nCity to support business retention and economic development efforts including providing\nombudsman assistance between prospective and existing businesses and City staff; and\nregularly coordinate with property owners, commercial brokers, and developers to help\naddress vacancies; Serve as Alhambra’s central information office for the community to\npromote Alhambra as a destination for businesses, residents, tourists, and Chamber\nmembers and non-members; Provide business engagement and support including\nutilizing social media to promote business-to-business information; Provide special events\n- Alhambra State of the City and Women’s Leadership Luncheon (formerly the Rose Court\nLuncheon); Promote and host Alhambra’s Lunar New Year Celebration; Develop and\ndistribute guides, informational brochures, and digital assets including Alhambra Eats, a\nmarketing website for dining destinations; Provide business events and seminars to\nsupport business development and growth including Small Business Connects and\nAlhambra Ala Mode; and, Work with local schools to introduce students to local\nbusinesses, entrepreneurship and career opportunities including internship opportunities.\nThe current contract request is increased to $144,000 due to rising costs in event\ncoordination for the Alhambra Lunar New Year Celebration. The tasks outlined in the\nscope of work remain the same as the previous contract.\nRecommended Action: City Council execute a contract, subject of final language\napproval by the City Manager and City Attorney, to the Alhambra Chamber of Commerce\nin an amount not to exceed $144,000 for Fiscal Year 2025-2026 and $144,000 for Fiscal\nyear 2026-2027; and, direct staff to undertake the steps necessary to finalize Council’s\naction. APPROVAL OF CONTRACT AMENDMENT FOR THE ALHAMBRA COMMUNITY\nTRANSIT SERVICES RIDERSHIP STUDY – F2M25-16, K2M24-380, M2M25-45\nOn October 21, 2024, City staff entered into an agreement with Kimley-Horn for the\nAlhambra Community Transit Service Ridership Study in the amount of $59,779.58. After\nreviewing the draft extension of Task No. 3 of the Study, staff requested Kimley-Horn\nsolicit more feedback from residents from seven other locations in the City using a\nMandarin Chinese translator. Kimley-Horn provided a quote for $9,000.00 for the\nadditional work.\nRecommended Action: City Council approve a contract amendment with Kimley-\nHorn (K2M24-380) in the amount of $9,000.00 for a grand contract total not to exceed\n$68,779.58 for the Alhambra Community Transit Service Ridership Study, subject to final\nlanguage approved by the City Manager and the City Attorney, authorize the City Manager\nto execute the amendment; and, direct staff to undertake the steps necessary to finalize\nCouncil’s action. APPROVAL OF A SECOND AMENDMENT TO THE CONTRACT WITH\nPERFORMANCE TRUCK REPAIR, INC. – F2M21-41, C2M21-35, M2M25-46\nOn May 10, 2021, the City Council awarded a contract to Performance Truck Repair, Inc.\nfor preventative maintenance and service repair for emergency fire apparatus in the Fire\nDepartment fleet in the amount of $265,000.00. On June 27, 2022, the City Council\napproved an amendment to modify the amount not to exceed $365,000.00 each year,\ncommencing July, 2021 and terminating June 30, 2026. Due to unforeseen major\napparatus repairs and the age of the fleet, it is necessary to increase the contract by an\nadditional $100,000.00 per year to continue the necessary maintenance and repairs for\nthe remainder of the contract.\nRecommended Action: City Council approve an amendment to the contract\nbetween the City of Alhambra and Performance Truck Repair Inc. (Contract No. C2M21-\n35) for an additional amount of $100,000.00 to reflect a not to exceed amount of\n$465,000.00 per year, subject to final language approval by the City Manager and City\nAttorney; and, direct staff to undertake the steps necessary to finalize Council’s action.\n(M2M25-46)

13. AWARD CONTRACT: PURCHASE OF ONE SKID STEER LOADER FOR THE PUBLIC\nWORKS DEPARMENT – F2M25-6B, C2M25-13, M2M25-47\nThe 2024-25 budget included replacing one skid steer loader. Staff seeks to purchase the\nskid steer loader through a cooperative purchase agreement to replace the aging\nequipment. Cooperative purchase is allowable per Alhambra Municipal Code Section\n3.36.080(B)(3). On January 17, 2023, Sourcewell opened four bids for the procurement of\nheavy construction equipment with related attachments and technology. Sourcewell\nawarded contract # 011723 to Caterpillar contract on May 24, 2023 - a contract that does\nnot expire until April 17, 2027. Per the Sourcewell bid specifications, heavy construction\nequipment with related attachments can be purchased. Staff recommends purchasing one\nskid steer loader utilizing this option.\nRecommended Action: City Council award a contract to Quinn Caterpillar, subject\nto final language approval by the City Manager and City Attorney, for the purchase of one\nCaterpillar skid steer loader in the amount of $83,295.73; direct the Finance Director to\nallocate the additional funding in the amount of $23,294.73 necessary to complete the\npurchase from the Equipment Fund Reserves; and, direct staff to undertake the steps\nnecessary to finalize the Council’s action. 15. NOTICE OF COMPLETION: MEN'S RESTROOM REMODEL AT THE ALHAMBRA\nCITY YARD PUBLIC WORKS BUILDING – F2M20-66, C2M24-40, M2M25-49\nOn June 24, 2024, the City Council awarded a contract to Sanz Construction for the City\nYard Public Works Building Restroom Project in the amount of $152,200.00. One change\norder, amounting to $13,125.00, was issued for the project to install new walls and\nadditional plumbing. This project was inspected by staff and all work was completed in\naccordance with the City’s requirements and specifications. As such, it would be\nappropriate for the City Council to accept this project as complete and instruct the Notice\nof Completion be filed with the County of Los Angeles Recorder’s Office.\nRecommended Action: City Council accept the work of Sanz Construction for the\nremodeling of the men's restroom at the Alhambra City Yard project as complete in the\namount of $165,325.00; direct the City Clerk to file a Notice of Completion with the County\nof Los Angeles for recordation; instruct the Finance Director to release the 5% retention\n35 days from the date of recordation if no liens are filed; and, direct staff to undertake the\nsteps necessary to finalize Council’s action. RESOLUTION APPROVING THE TRANSFER AGREEMENT BETWEEN THE CITY OF\nALHAMBRA AND THE LOS ANGELES COUNTY FLOOD CONTROL DISTRICT FOR\nTHE SAFE CLEAN WATER REGIONAL PROGRAM FUNDS FOR THE GREEN\nSTREET DEMONSTRATION PROJECT ON MAIN STREET – F2M23-56, R2M25-17,\nM2M25-51\nThe Los Angeles County Flood Control District (District), administers the Safe, Clean\nWater (SCW) Program for the purpose of funding Projects and Programs to increase\nstormwater and urban runoff capture and reduce stormwater and urban runoff pollution in\nthe District. The SCW Regional Program receives 50 percent of the tax revenue collected\nthrough Measure W. An application for funding the Green Street Demonstration Project\non Main Street was submitted on November 27, 2023 through the SCW Regional\nProgram. The project was included in the 2024-25 Fiscal Year Stormwater Investment\nPlan which was approved by the Los Angeles County Board of Supervisors. The City will\nreceive $2,027,000 in multiple years to implement the remaining design and construction\ncomponents of the project. The project is expected to be completed by April 2027. The\nDistrict requires an official resolution by the City Council which provides authority to\nexecute the Transfer Agreement and includes language for authorization of yearly\naddendums for multiple years of SCW funding.\nRecommended Action: City Council approve the Transfer Agreement between the\nCity of Alhambra and the Los Angeles Flood Control District (District) for distribution of\nRegional Funds through the Safe Clean Water (SCW) Program; adopt authorizing\nResolution No. R2M25-17 entitled: Resolution of the City Council of the City of Alhambra\napproving the Transfer Agreement between the City of Alhambra and the Los Angeles\nCounty Flood Control District for the Safe Clean Water Regional Program Funds for the\nGreen Street Demonstration Project on Main Street enabling the execution of Transfer\nAgreement for funding in the amount of $2,027,000.00; and, direct and authorize staff to\nundertake the steps necessary to finalize the Council’s action. ACCEPTANCE OF A GRANT FROM THE CALIFORNIA NATURAL RESOURCES\nAGENCY’S URBAN GREENING PROGRAM FOR THE GREEN STREET\nDEMONSTRATION PROJECT – F2M22-18, M2M25-52\nThe City Council approved Authorizing Resolution No. R2M22-59 enabling the submittal\nof an application in the amount of $3,005,040 to California Natural Resources Agency’s\nUrban Greening Grant Program (UGG) in December 2022. The multi-benefit project\nprovides urban greening improvements, public education, and stormwater capture and\ntreatment along Main Street between Fremont Avenue and Hampden Terrace. The Green\nStreet Demonstration project was identified in the Stormwater Master Plan and completed\na feasibility study and a conceptual design. Pre-construction activities including directed\ncommunity outreach, planning, and engineering are underway. Construction is estimated\nto begin in summer 2025. Appropriations are needed for the continued implementation of\nthe project and to seek reimbursement for the UGG-funded activities.\nRecommended Action: City Council accept a grant in the amount of $3,005,040\nfrom the California Natural Resources Agency’s Urban Greening Program; appropriate\nrevenue and expenditure funds; authorize the City Manager, or designee, to execute all\ndocuments related to grant implementation; and, direct staff to undertake the steps\nnecessary to finalize the Council’s action. COMMENDATIONS: YOUNG ENTREPRENUER PROGRAM PARTICIPANTS – F2M25-3\nMayor Lee and the Alhambra City Council wish to commend the participants in the Young\nEntrepreneurship Program hosted by the Alhambra Chamber of Commerce and the\nAlhambra Foundation. The Young Entrepreneurship Program was designed to support\nhigh school students in Alhambra in their journey to turn innovative ideas into viable\nbusinesses. The Program provides grants and mentorship opportunities for high school\njuniors and seniors, aiming to foster the next generation of business leaders. All of the\nYoung Entrepreneur Program participants and volunteers are to be congratulated for\ninspiring the community with her original business ideas. Mayor Lee will present\ncommendations to the Young Entrepreneur Program participants. CONSIDERATION OF AN ORDINANCE APPROVING AN UPDATED AB 481 POLICY\nAND APPROVAL OF ANNUAL MILITARY EQUIPMENT REPORT – F2M22-41, O2M25-\n4843, M2M25-50\nOn April 25, 2022, the City Council adopted Ordinance No. O2M22-4803 approving a\nMilitary Equipment Use Policy (“Policy”) pursuant to assembly Bill 481 (“AB 481”). In\naccordance with the legislation and the Policy, a military equipment report must be\nsubmitted to the City Council annually for each type of military equipment approved within\none year of approval, and annually thereafter for as long as the military equipment is\navailable for use. Alhambra’s 2024 Annual Military Equipment Report, which summarizes\nequipment deployments and purchases during the 2024 calendar year and the Police\nDepartment’s updated policy, which contains edits to equipment and munition inventory\nnumbers and removal of an armored personnel carrier which was initially being considered\nvia an Urban Area Security Initiative Grant are outlined in the Chief of Police’s staff report\ndated April 14, 2025. AB 481 requires that the Council determine, based on the annual\nmilitary equipment report submitted pursuant to Section 7072, whether each type of\nmilitary equipment identified in that report has complied with the standards for approval\nset forth in Government Code section 7071(d). Staff reviewed Department records and\ndetermined there were no complaints or concerns reported on the use of the equipment\nin 2024. Additionally, the Department conducted an internal audit and determined that\nthere were no violations of the military equipment use policy.\nRecommended Action: City Council, by one motion, take the following actions:\n1. Declare introduced for its first reading the following ordinance entitled:\nOrdinance No. O2M25-4843: An Ordinance of the City Council of the City of\nAlhambra implementing AB 481 by approving an updated policy for the use of\nmilitary equipment by the Alhambra Police Department\nwhich ordinance will return for a second reading and adoption at the next regular\nCouncil meeting; and,\n2. Approve the Alhambra Police Department’s Annual Military Equipment Report set\nforth in the Chief of Police’s April 14, 2025 report per the requirements under\nAssembly Bill 481. (M2M25-50)

PUBLIC HEARING TO ADOPT AN ORDINANCE APPROVING ZONING TEXT\nAMENDMENT AMD-24-02 MAKING GENERAL CLARIFYING UPDATES TO THE\nCITY’S ZONING CODE AND ZONING MAP AMENDMENT AMD-25-01 AMENDING THE\nCITY’S ZONING MAP; ADOPT A RESOLUTION APPROVING GENERAL PLAN MAP\nAMENDMENT AMD-25-02 AMENDING THE GENERAL PLAN LAND USE MAP; AND\nDETERMINE THIS ACTION IS EXEMPT FROM CEQA – F2M20-24, N2M25-39, O2M25-\n4844, R2M25-18\nThis is the time and place set by Notice No. N2M25-39 for the City Council to hold a public\nhearing to consider a City-initiated application for a Zoning Text Amendment AMD-24-02\namending various sections of the Alhambra Municipal Code on zoning and adding various\nsections to the Municipal Code to address new State legislation, eliminate inconsistencies,\nclarify ambiguous provisions, correct typographical and formatting errors, and modify use\nallowances. A Zoning Map Amendment AMD-25-01 and General Plan Map Amendment\nAMD-25-02 are also requested to amend the City of Alhambra Official Zoning Map and\nGeneral Plan Land Use Map, respectively, to address inconsistencies, mapping errors,\nand prior recommendations of the Planning Commission. This Zoning Code clean-up\nincludes both proposed amendments and additions.\nProposed amendments consist of revisions to existing sections of the Alhambra Municipal\nCode (AMC), while the proposed additions would incorporate entirely new sections into\nthe AMC. The nature of and reasoning for each proposed amendment and addition can\nbe classified by five general categories: 1.) Clarification; 2.) Consistency; 3.) Compliance\nwith State laws/Federal laws; 4.) Typographical & Formatting; and 5.) Use Allowances &\nRegulations. Some of the proposed amendments and additions are a combination of these\nfive categories. For example, the section on Accessory Dwelling Units is proposed to be\namended to comply with State law, clarify applicable development standards, and impose\nnew regulations pertaining to the Accessory Dwelling Unit uses. Similarly, the addition of\na new section identifying specific standards for Firearms Sales uses will impose new use\nregulations and will be consistent with Urgency Ordinance No. O2M23-4818, which\ndirected staff to provide the City Council with options for additional regulations for such\nuses. In Attachment 1 of the staff report for this item, each proposed amendment and\naddition is briefly described in a table, which includes a breakdown of the categories\napplicable to each amendment or addition.\nAt their March 17, 2025 regular meeting, the Planning Commission reviewed the proposed\namendments and additions in Ordinance No. O2M25-4844 and Resolution No. R2M25-\n18, and adopted Planning Commission Resolution No. 25-02 (Attachment 5 of the staff\nreport) by a vote of 9-0 (Commissioner Mojarro was absent), recommending the City\nCouncil approve Zoning Text Amendment AMD-24-02, Zoning Map Amendment AMD-25-\n01, and General Plan Map Amendment AMD-25-02, with four minor revisions to the\nZoning Text Amendment. The minor revisions recommended by the Planning Commission\nare listed in Planning Commission Resolution No. 25-02 and have been incorporated into\nOrdinance No. O2M25-4844.\nThe City reviewed the environmental impacts of this Ordinance and City Council\nResolution under the California Environmental Quality Act (Public Resources Code §§\n21000, et seq. “CEQA”) and the regulations promulgated thereunder (14 Cal. Code of\nRegs. §§ 15000, et seq., the “CEQA Guidelines”). This Ordinance and City Council\nResolution is not subject to further review environmental review because: (1) it will not\nresult in a direct or reasonably foreseeable indirect physical change in the environment\n(14 Cal. Code Regs. § 15060(c)(2); (2) there is no possibility that this Ordinance or City\nCouncil Resolution will have a significant effect on the environment (14 Cal. Code Regs.\n§ 15061(b)(3)); and (3) the Ordinance and City Council Resolution, by itself, do not\nconstitute a “project” as defined in section 21065 of the Public Resources Code and the\nCEQA Guidelines (14 Cal. Code Regs. § 15378). It can be seen with certainty that there\nis no possibility that this Ordinance and City Council Resolution may have a significant\neffect on the environment.\nRecommended Action: City Council:\n1. Conduct a public hearing to receive public testimony;\n2. Determine which of the Planning Commission’s recommendations to include and\ndirect the City Attorney to introduce and give first reading by title only, waiving\nfurther reading to the following ordinance entitled:\nOrdinance No. O2M25-4844: AN ORDINANCE OF THE CITY COUNCIL OF THE\nCITY OF ALHAMBRA ADOPTING ZONING TEXT AMENDMENT AMD-24-02,\nAMENDING THE ALHAMBRA MUNICIPAL CODE TO ADDRESS NEW STATE\nLAWS, ELIMINATE INCONSISTENCIES, CLARIFY AMBIGUOUS PROVISIONS,\nCORRECT TYPOGRAPHICAL AND FORMATTING ERRORS, AND MODIFY USE\nALLOWANCES, AND ZONING MAP AMENDMENT AMD-25-01, AN AMENDMENT\nTO THE CITY OF ALHAMBRA OFFICIAL ZONING MAP\nwhich ordinance shall return for a second reading and adoption at the next City\nCouncil meeting on April 28, 2025;\n3. 4. APPROVAL OF TRAFFIC CALMING GUIDELINES AND SPEED HUMP POLICY –\nF2M24-33, M2M25-53\nOn October 28, 2024, the Council received a presentation and information regarding\nTraffic Calming with examples on the type, design, and placement of traffic calming\ndevices which are determined based on the road classification, desired traffic speed, and\ntype of traffic issues along the roadway. To better serve Alhambra residents, staff drafted\na policy to help guide traffic requests received from the community. Traffic requests will\nfirst go through an Administrative Review of existing conditions and collision analysis to\ndetermine if a request warrants additional traffic investigation. Level 1 measures may\ninclude, non-physical or minor changes to the roadway environment, education, and\nenforcement. Level 2 may include signage, pavement markings and legends, turning\nmovement restrictions, or commercial vehicle restrictions. Level 3 may consist of higher\nvisibility signage with electronic or lighting components, roadway pavement warning\ndevices such as rumble strips, and physical changes such as curb extensions, raised\ncrosswalks, speed humps, speed cushions, and traffic circles. Staff also created a\nCitywide Speed Hump Policy to help consider speed humps in residential areas and aid\nin controlling vehicular speed regulations. The Speed Hump Policy outlines when, where,\nand how speed humps are to be placed on City streets. The Traffic Calming Guidelines\nand Speed Hump Policy documents are outlined in Director of Public Works & Utilities’\nApril 14, 2025 staff report the for the Council’s consideration and approval.\nRecommended Action: City Council approve the proposed Traffic Calming\nGuidelines and Speed Hump Policy, or direct staff as deemed appropriate. 5. CONSIDERATION OF AN ORDINANCE OF THE ALHAMBRA CITY COUNCIL\nAMENDING CHAPTERS 3.36, 3.38, AND 3.40 CONCERNING BIDDING AND\nCONTRACTING THRESHOLDS DUE TO AMENDMENTS TO CUPCCAA, AND\nSECTION 9.74.060 CONCERNING FALSE ALARMS – F2M25-16, O2M25-4845\nPeriodically amendments are needed to the Alhambra Municipal Code (“AMC”) based\nupon changes in legislation and issues arising in implementation of the AMC. This\nordinance makes amendments to the AMC in two areas. Last Fall the City Council adopted\nOrdinance No. O2M24-4837 which implements the California Uniform Public Construction\nCost Accounting Act (“CUPCCAA”), allowing for more expedited contracting for public\nworks projects. That same ordinance also adjusted the various bidding thresholds\nthroughout the AMC for other types of contracts to make the thresholds uniform across\ncontracts. AB 2192, which went into effect January 1, 2025, increases some of the\nCUPCCAA thresholds: the $60,000 threshold is raised to $75,000 and the $200,000\nthreshold is raised to $220,000. An adjustment to these thresholds is necessary to come\ninto compliance with CUPCCAA. Additionally, changes to similar thresholds for other\ncontracts is recommended for consistency, in the same manner that was recommended\nwhen Ordinance No. O2M24-2837 was originally adopted. The second recommended\narea for amendment to the AMC relates to false alarm fees. Under the AMC, after 3 false\nhome alarms within a year, fees are charged for additional responses. The code provides\nthat the Police Chief, may waive those fees. This level of discretion is called out elsewhere\nin the code, but typically the City Council has reserved such discretion to itself. NOTICE OF COMPLETION: ALMANSOR PARK GYMNASIUM EXTERIOR PAINTING\nPROJECT – F2M24-59, C2M24-61, M2M25-41\nOn September 23, 2024, the City Council awarded a contract to Tom’s Construction for\nthe Almansor Park Gymnasium Exterior Painting Project in the amount of $97,800. There\nwere no change orders associated with the project. This project has been inspected by\nstaff and all work has been completed in accordance with the City’s requirements and\nspecifications. As such, it would be appropriate for the City Council to accept this project\nas complete.\nRecommended Action: City Council accept the work of Tom’s Construction for the\nAlmansor Park Gymnasium Exterior Painting Project as complete in the amount of\n$97,800.00; direct the City Clerk to file a Notice of Completion with the County of Los\nAngeles for recordation; instruct the Finance Director to release the 5 percent retention 35\ndays from the date of recordation if no liens are filed; and, direct staff to undertake the\nsteps necessary to finalize Council’s action. RESOLUTION APPROVING A REVISED COMPREHENSIVE MEMORANDUM OF\nUNDERSTANDING (MOU) WITH THE ALHAMBRA POLICE OFFICERS’\nASSOCIATION (APOA) – F2M25-2, R2M25-16, C87-16C, M2M25-42\nRecruitments to fill vacancies in the position of Police Officer occur on a continuous basis.\nIn the past, City staff and APOA representatives have worked together in an effort to\nproactively address recruitment and retention matters. Previously, from 2020 to 2023, the\nCity Council approved a temporary overhire of up to five (5) positions due to anticipated\nretirements and lateral transfers at various ranks. Upon the expiration of the previously\nagreed upon provision, City staff returned to budgeting two (2) overhires in the position of\nPolice Officer. Most recently, City staff was again informed of expected retirements and\nlateral transfers within various ranks as a result of the impending retirements. City staff\nand APOA representatives have met and conferred regarding the language proposed as\na temporary provision in the existing APOA Comprehensive MOU and have reached\nagreement. Authorization to temporarily overhire by an additional two (2) Police Officers,\nfor a total of authorized overhire of four positions in Police Officer, will ensure the\nDepartment’s staffing levels remains stable during this time of transition.\nRecommended Action: City Council adopt Resolution No. R2M25-16 entitled: A\nResolution of the Alhambra City Council approving a Revised Comprehensive\nMemorandum of Understanding between the City of Alhambra and the Alhambra Police\nOfficers’ Association that includes a provision for a temporary increase and overhire of\nPolice Officers for a limited duration within the existing MOU contract period; and, direct\nstaff to undertake the steps necessary to finalize Council’s action. AUTHORIZE RFP: CONSTRUCTION MANAGER SERVICES FOR THE ALHAMBRA\nCOMMUNITY CENTER – F2M25-32, RFP2M25-6\nThe Alhambra Community Center Project aims to construct a 17,000-square-foot\nCommunity Center Building on the existing Health Center site, located on 612 West Shorb\nStreet between Sixth and Seventh Streets. The project will develop 9,000 square feet of\nadaptive reuse on the western portion of the existing building and construct 8,000 square\nfeet of new building space. The City of Alhambra intends to hire a construction manager\nfor the “CM Multi-Prime” project delivery of the Alhambra Community Center project. The\nMulti-Prime method differs from a general contractor given that the City contracts directly\nwith multiple, independent prime contractors for various aspects of the project. By doing\nso, the City can reduce the project's cost. The City will secure the services of a multi-prime\nconstruction manager to deliver the Project in a timely and cost-effective manner. The\nconstruction manager will provide necessary input related to the project’s constructability,\ncontractor selection, and oversight of the contractor's performance while representing the\nbest interests of the City to ensure a quality, cost-effective project that is completed on\nschedule and within budget. Sealed Proposals are due no later than 5:30 p.m. on\nThursday, May 22, 2025 at the Parks and Recreation Department.\nRecommended Action: City Council authorize staff to circulate a Request for\nProposals to contract for Construction Manager Services for the Alhambra Community\nCenter Project; and, direct staff to undertake the steps necessary to finalize Council’s\naction.

9. AMENDMENT TO CONTRACT WITH HISTORIC RESOURCES GROUP – F2M20-51,\nC2M22-53, M2M25-43\nOn September 26, 2022, the City Council awarded a contract to Historic Resources Group\n(HRG) for professional consulting services in the development of Phase 2 and Phase 3 of\nthe Historic Preservation Program in an amount not to exceed $276,480. Since the award\nof the contract, HRG has completed Phase 2 (Historic Resources Survey) and has made\nsubstantial progress on Phase 3 (Historic Preservation Ordinance). As part of the\ndevelopment of the Historic Preservation Ordinance, there have been a total of five\ncommunity meetings and four Historic Preservation Commission meetings, thus far. The\namount of time HRG has spent preparing for these meetings as well as time spent working\non revisions to the Draft Historic Preservation Ordinance and preparation of supplemental\ninformational materials has exceeded what was included in the scope of services under\nthe original contract. As such, a request to amend the contract is being brought forth to\nprovide HRG with the resources necessary to complete the project in accordance with the\nmost updated schedule. The proposed amendment to the contract with HRG is an amount\nnot to exceed $40,860.\nRecommended Action: City Council approve Amendment No. 1 to Contract No.\nC2M22-53 with Historic Resources Group (HRG) for the development of a Historic\nPreservation Ordinance (Phase 3 of the Historic Preservation Program) in an amount not\nto exceed $40,860 for a contract total of $317,340, subject to final language and approval\nby the City Attorney and the City Manager; and, direct staff to undertake the steps\nnecessary to finalize the Council’s action.
