4. APPROVAL OF TRAFFIC CALMING GUIDELINES AND SPEED HUMP POLICY –\nF2M24-33, M2M25-53\nOn October 28, 2024, the Council received a presentation and information regarding\nTraffic Calming with examples on the type, design, and placement of traffic calming\ndevices which are determined based on the road classification, desired traffic speed, and\ntype of traffic issues along the roadway. To better serve Alhambra residents, staff drafted\na policy to help guide traffic requests received from the community. Traffic requests will\nfirst go through an Administrative Review of existing conditions and collision analysis to\ndetermine if a request warrants additional traffic investigation. Level 1 measures may\ninclude, non-physical or minor changes to the roadway environment, education, and\nenforcement. Level 2 may include signage, pavement markings and legends, turning\nmovement restrictions, or commercial vehicle restrictions. Level 3 may consist of higher\nvisibility signage with electronic or lighting components, roadway pavement warning\ndevices such as rumble strips, and physical changes such as curb extensions, raised\ncrosswalks, speed humps, speed cushions, and traffic circles. Staff also created a\nCitywide Speed Hump Policy to help consider speed humps in residential areas and aid\nin controlling vehicular speed regulations. The Speed Hump Policy outlines when, where,\nand how speed humps are to be placed on City streets. The Traffic Calming Guidelines\nand Speed Hump Policy documents are outlined in Director of Public Works & Utilities’\nApril 14, 2025 staff report the for the Council’s consideration and approval.\nRecommended Action: City Council approve the proposed Traffic Calming\nGuidelines and Speed Hump Policy, or direct staff as deemed appropriate.
