All other projects are not site\nspecific.\nDepartment: Housing and Homeless Services\nG.C. § 84308 Regulations Apply: Yes\nEnvironmental Notice: The activity is not a “Project” as defined under Section 15378 of the\nCalifornia Environmental Quality Act State Guidelines. Therefore, pursuant to State Guidelines\nSection 15060(c)(3) no environmental review is required. Notwithstanding the foregoing, the\nactivity qualifies for an Exemption pursuant to Section 15061(b)(3) of the California\nEnvironmental Quality Act State Guidelines. Under the National Environmental Policy Act\n(NEPA,) the activity is exempt pursuant to Title 24, Part 58.34(a)(2)&(3) of the Code of Federal\nRegulations and pursuant to the U.S. Department of Housing and Urban Development\nEnvironmental Guidelines.\nApril 15, 2025 Agenda Page 6 of 9\nCity of Chula Vista - City Council\nRECOMMENDED ACTION:\nConduct the public hearing and receive community input on the 2025-2029 Consolidated Plan\nand the Fiscal Year 2025-2026 U.S. Department of Housing and Urban Development Annual\nAction Plan recommendations for Federal Grant funding, including the Community\nDevelopment Block Grant, Emergency Solutions Grant, and the HOME Investment\nPartnerships Act programs.
