8. Award the construction contract to the lowest responsible bidder, Onyx Paving Company, Inc., in\nthe amount of $12,345,000, for the construction of the Residential Street Improvement Project –\nJuno & Norma – Group 18; authorize the Director of Public Works to execute the contract and\nany other related documents, and to take such actions as are necessary to implement and\nadminister the contract; determine that the Project is categorically exempt from California\nEnvironmental Quality Act pursuant to Sections 15301, Class 1, and 15302, Class 2, of Title 14 of\nthe California Code of Regulations; and authorize and direct the Finance Director to execute the\nEscrow Agreement pertaining to contract retentions.
