Approve the First Amendment to Agreement with Lyons Security Service, Inc. to increase the\ninitial annual not to exceed amount from $475,000 to $650,000, and the total contract not to\nexceed amount from $2,000,000 to $3,000,000, for the collection, storage, and release of\nabandoned property and property removed from public spaces for safekeeping; authorize the\nChief of Police, or designee, to execute the First Amendment; and increase the Anaheim Police\nDepartment’s Fiscal Year 2024/25 General Fund budget by $175,000.

Approve the Amended and Restated Agreement, in substantial form, with the Anaheim/Orange\nCounty Visitor & Convention Bureau dba Visit Anaheim authorizing Visit Anaheim to provide the\nservices necessary to promote Anaheim as a premier tourist and trade show/convention\ndestination, with additional oversight by the City, with compensation paid to Visit Anaheim by the\nCity set at an amount of 75% of the net Anaheim Tourism Improvement District assessments\ncollected monthly by the City (the ATID assessment is equal to two percent (2%) of the nightly\nroom rate), for a three-year term which will automatically renew annually unless the agreement is\nterminated pursuant to Section 21 of the agreement;\n5 April 22, 2025\nauthorize de minimis changes to the agreement that do not substantially change the terms and\nconditions as determined by the City Attorney’s Office; and authorize the Executive Director of the\nConvention, Sports & Entertainment Department to execute any other related documents and to\ntake the necessary actions to implement and administer the agreement.

Award the construction contract to the lowest responsible bidder, Onyx Paving Company, Inc., in\nthe amount of $12,345,000, for the construction of the Residential Street Improvement Project –\nJuno & Norma – Group 18; authorize the Director of Public Works to execute the contract and\nany other related documents, and to take such actions as are necessary to implement and\nadminister the contract; determine that the Project is categorically exempt from California\nEnvironmental Quality Act pursuant to Sections 15301, Class 1, and 15302, Class 2, of Title 14 of\nthe California Code of Regulations; and authorize and direct the Finance Director to execute the\nEscrow Agreement pertaining to contract retentions.

Approve the Agreement for Sale of Property and Joint Escrow Instructions, in substantial form,\nwith Anaheim East Vermont, LLC, a California Limited Liability Company for the acquisition of real\nproperty located at 514-522 E. Vermont Avenue; authorize the Public Works Director to execute\nthe agreement, and all other related documents, including the Certificate of Acceptance of\nInterest in Real Property and to take such actions as are necessary to implement and administer\nthe agreement; authorize de minimis changes to the agreement that do not substantially change\nthe terms and conditions as determined by the City Attorney’s Office; authorize the City Clerk to\ncause said Certificate of Acceptance of Interest in Real Property to be released to the authorized\nescrow agent for the recording of the Grant Deed in the Office of the County Recorder of Orange\nCounty; increase the Public Works Department’s Fiscal Year 2024/25 expenditure budget by\n$9,400,000 for the Sanitation Fund and $9,400,000 for the Wastewater Fund and Anaheim Public\nUtilities’ Electric Fund budget by $3,200,000; and find that the above actions are exempt from the\nCalifornia Environmental Quality Act (CEQA) pursuant to Sections 15004(b)(2)(A) and\n15061(b)(3) of the CEQA Guidelines.
