DEVELOPMENT APPLICATION NO. 2021-00002 (2021-2029 HOUSING ELEMENT)\nDEVELOPMENT APPLICATION NO. 2021-00223 (GENERAL PLAN FOCUSED UPDATE)\nFINAL PROGRAM ENVIRONMENTAL IMPACT REPORT (FPEIR) NO. 356; AND\nMITIGATION MONITORING PROGRAM NO. 394\nCALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) SECTION 15061(B)(3)\nPROJECT LOCATION: Citywide.\nREQUEST:\n City-initiated General Plan Amendments to update and adopt the following:\no Adopt the 2021-2029 Housing Element (Sixth Cycle)\no Update General Plan Land Use (including an amendment to Figure LU-4 Land Use\nMap) and Circulation Elements\no Adopt a new Environmental Justice Element\n Amendments to Title 18 (Zoning) of the Anaheim Municipal Code (Code) modifying:\no Chapter 18.06 (Multiple-Family Residential Zones)\no Chapter 18.10 (Industrial Zone)\no Chapter 18.14 (Public and Special-Purpose Zones)\no Chapter 18.20 (Platinum Triangle Mixed Use (PTMU) Overlay Zone)\no Chapter 18.24 (South Anaheim Boulevard Corridor (SABC) Overlay Zone)\no Chapter 18.38 (Supplemental Use Regulations) o Chapter 18.42 (Parking and Loading)\no Chapter 18.70 (Final Plan Reviews)\no Chapter 18.90 (General Provisions)\no Chapter 18.92 (Definitions)\no Chapter 18.120 (Anaheim Canyon Specific Plan No. 2015-1 (SP 2015-1) Zoning and\nDevelopment Standards)\no Chapter 18.122 (Beach Boulevard Specific Plan No. 2017-1 (SP 2017-1) Zoning and\nDevelopment Standards)\no Rescinding Chapters 18.30 (Downtown Mixed Use (DMU) Overlay Zone) and 18.32\n(Mixed Use (MU) Overlay Zone)\no Adding new Chapters 18.12 (Mixed-Use Zones) and 18.39 (Multiple-Family and\nMixed-Use Objective Design Standards)\n Zoning Reclassification amending the Zoning Map to remove the Mixed-Use Overlay and\nDowntown Mixed-Use Overlay\n Corresponding amendment to the Platinum Triangle Master Land Use Plan (PTMLUP) to\nincrease the overall amount of residential development in the Platinum Triangle to 24,785\ndwelling units, add 2,056 dwelling units of residential development in the Office District;\nestablish the Sunkist-Lewis District with 2,543 dwelling units; increase the amount of\nresidential development in the Katella District to 6,735 dwelling units; and revise maps,\nfigures, text, and tables throughout the document to reflect the proposed increase in\nresidential development in the Platinum Triangle; and\n Adjustment No. 16 to the Anaheim Canyon Specific Plan No. 2015-1 and Adjustment No. 11\nto the Beach Boulevard Specific Plan No. 2017-1.\nENVIRONMENTAL DETERMINATION: The City Council will consider whether to certify Final\nProgram Environmental Impact Report (FPEIR) No. 356, adopt Findings of Fact, a Statement of\nOverriding Considerations and Mitigation Monitoring Program (MMP) No. 394, and determine\nFPEIR No. 356 and MMP No. 394 is the appropriate environmental documentation for the\nGeneral Plan Amendments to update the General Plan Land Use and Circulation Elements, and\nadopt a new Environmental Justice Element, and associated actions, under the California\nEnvironmental Quality Act. FPEIR No. 356, which includes responses to comments on the Draft\nPEIR, is available for public review at Anaheim.net/876/Environmental-Documents. The City\nCouncil will also consider whether the proposed General Plan Amendment to adopt the 2021-\n2029 Housing Element is exempt from the requirements to prepare additional environmental\ndocumentation per California Environmental Quality Act (CEQA) Guidelines, Section 15061(b)(3).\nACTION TAKEN BY THE PLANNING COMMISSION:\nRecommended that the City Council approve and adopt the proposed General Plan Amendment\nto adopt the 2021-2029 Housing Element (DEV2021-00002) (Resolution No. PC2025-005).\nVOTE: 7-0 (Chairperson Walker and Commissioners Abdulrahman, Castro, Kelly, Lieberman,\nPerez, and Tran-Martin voted yes) (Planning Commission meeting of March 10, 2025).\nRecommended that the City Council certify Final Program Environmental Impact Report (FPEIR)\nNo. 356 and adopt Findings of Fact, a Statement of Overriding Considerations, and Mitigation\nMonitoring Program No. 394 for the General Plan Focused Update and related actions\n(Resolution No. PC2025-007) and approve and adopt a proposed General Plan Amendment\namending the Land Use and Circulation Elements, and adopting the Environmental Justice\nElement (Resolution No. PC2025-008). VOTE: 6-0 (Vice-Chairperson Tran-Martin and\nCommissioners Abdulrahman, Castro, Kelly, Lieberman, and Perez voted yes; Chairperson\nWalker absent) (Planning Commission meeting of March 24, 2025).\nRESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY\nOF ANAHEIM certifying Final Program Environmental Impact Report No. 356 and adopting\nFindings of Fact, a Statement of Overriding Considerations, and Mitigation Monitoring Program\nNo. 394 for the General Plan focused update and related actions (DEV2021-00223).\nRESOLUTION NO.
