Discussion Regarding Letter of Opposition of Senate Bill 634 (Pérez) Homelessness:\nCivil and Criminal Penalties\nThis item is presented to the City Council at the request of Mayor Margaret Clark to\ndiscuss the opposition of Senate Bill ( SB) 634 ( Pérez) Homelessness: Civil and\nCriminal Penalties. The proposed legislation would severely limits cities' ability to\nrespond to the growing homelessness crisis in communities across California by\nprohibiting local governments from adopting any regulation, policy, or guidance that\nimposes civil or criminal penalties on a person experiencing homelessness.\nRecommendation: That the City Council discuss and provide direction to City staff.
