A. Public Hearing and Approval of the FY 2025- 2029 Consolidated Plan, FY 2025- 2029\nAnalysis of Impediments to Fair Housing Choice, FY 2025-2029 Citizen\nParticipation Plan, and FY 2025- 2026 Annual Action Plan for the Community\nDevelopment Block Grant and HOME Investment Partnerships Programs\nThe U.S. Department of Housing and Urban Development ( HUD) provides\nCommunity Development Block Grant ( CDBG) and HOME Investment Partnerships\nHOME) funds to the City of Rosemead. As part of the process to receive funding,\nthe City must undertake the development and submission of the FY 2025- 2029\nConsolidated Plan ( ConPlan), FY 2025-2029 Analysis of Impediments to Fair\nHousing Choice ( AI), FY 2025- 2029 Citizen Participation Plan ( CPP), and the\nFY 2025-2026 Annual Action Plan (AAP). The City’ s current documents are set to\nexpire on June 30, 2025. These documents outline extensive strategies aimed at\nuniting community needs and resources together to achieve statutory goals, thereby\naddressing decent housing, creating a suitable living environment, and expanding\neconomic opportunities for the City's residents, particularly for low- and moderate-\nincome persons.\n3\nRosemead City Council\nSpecial & Regular Joint Meeting Agenda April 22, 2025\nRecommendation: That the City Council take the following actions:\n1. Conduct a public hearing and receive public comments and or testimony on the\nFY 2025-2029 ConPlan, FY 2025-2029 AI, FY 2025-2029 CPP, and FY 2025-\n2026 AAP;\n2. Approve and authorize the submittal of the FY 2025- 2029 ConPlan, FY 2025-\n2029 AI, FY 2025-2029 CPP, and FY 2025-2026 AAP, including CDBG,\nHOME, and CDBG- CV funding recommendations;\n3. Authorize the City Manager to execute all appropriate and necessary documents\nto receive funding and implement approved use and make necessary budget\nadjustments based on HUD' s final allocation amount; and\n4. Authorize the City Manager to execute sub- recipient agreements with the non-\nprofit organizations receiving CDBG, HOME, and CDBG-CV allocations in the\nAnnual Action Plan.

A. Citywide Compensation Study and Related Actions\nAt the April 8, 2025 meeting, the City Council discussed the Citywide Compensation\nStudy and took the following actions:\n1. Motion approved to receive and file the Citywide Compensation Study.\n2. Motion failed to approve Resolution No. 2025-20 to amend the salary listing for\nfull- time and part- time positions adjusting salary ranges to align below- market\nclassifications with market-average rates for: 1) unrepresented Executive Group,\n2) unrepresented Mid- Management, Professional & Confidential Group, and\n3) unrepresented Part-Time Group.\n3. Motion approved to bring back a Resolution when additional council member(s)\nis in attendance.\n4. Audiovisual System Upgrades to the City Council Chambers – City Project\nNo. 31030\nStaff is seeking City Council direction on design elements for the City Council\nChambers audio and video ( audiovisual) upgrades project. This project aims to\nimplement permanent audiovisual improvements to enhance public meetings and\nvirtual accessibility. Upgrades include replacing the existing equipment with state-\nof-the-art equipment, including new display(s) system(s), enhanced audio system\nwith all new direct- beam microphones, wireless connectivity, two video cameras\nwith pan-tilt-zoom capabilities, a broadcast video switcher, new speaker amplifier,\nweb conferencing equipment, and a PC workstation with 27- inch monitor.\nRecommendation: That the City Council review the proposed design options and\nprovide direction on the preferred audiovisual and branding upgrade configuration.

Point Scale Discussion for Request for Proposals ( RFPs) – Community Benefit\nPoints for Companies that Voluntarily Give Back\nAt the March 11, 2025 meeting, the City Council discussed Council Member Dang’ s\nrequest to add a Community Benefits points system in the Request for Proposals\nRFPs) for bidders that demonstrate a commitment to giving back to Rosemead\ncommunity through local partnerships, volunteer work, or other forms of civic\nengagement. The Council was supportive of the request. As directed to staff, a draft\nCouncil Policy ( No. 50- 10) is before the Council for consideration and adoption.\nRecommendation: That the City Council adopt Council Policy No. 50- 10, or provide\nother direction to staff.

Discussion Regarding Letter of Opposition of Assembly Bill 52 ( Aguiar-Curry)\nNative American Resources\nThis item is presented to the City Council at the request of Mayor Margaret Clark to\ndiscuss the opposition of Assembly Bill (“AB”) 52 (Aguiar-Curry) Native American\nResources. Discussion Regarding Letter of Opposition of Senate Bill 634 (Pérez) Homelessness:\nCivil and Criminal Penalties\nThis item is presented to the City Council at the request of Mayor Margaret Clark to\ndiscuss the opposition of Senate Bill ( SB) 634 ( Pérez) Homelessness: Civil and\nCriminal Penalties. The proposed legislation would severely limits cities' ability to\nrespond to the growing homelessness crisis in communities across California by\nprohibiting local governments from adopting any regulation, policy, or guidance that\nimposes civil or criminal penalties on a person experiencing homelessness.\nRecommendation: That the City Council discuss and provide direction to City staff.
