A. Public Hearing and Approval of the FY 2025- 2029 Consolidated Plan, FY 2025- 2029\nAnalysis of Impediments to Fair Housing Choice, FY 2025-2029 Citizen\nParticipation Plan, and FY 2025- 2026 Annual Action Plan for the Community\nDevelopment Block Grant and HOME Investment Partnerships Programs\nThe U.S. Department of Housing and Urban Development ( HUD) provides\nCommunity Development Block Grant ( CDBG) and HOME Investment Partnerships\nHOME) funds to the City of Rosemead. As part of the process to receive funding,\nthe City must undertake the development and submission of the FY 2025- 2029\nConsolidated Plan ( ConPlan), FY 2025-2029 Analysis of Impediments to Fair\nHousing Choice ( AI), FY 2025- 2029 Citizen Participation Plan ( CPP), and the\nFY 2025-2026 Annual Action Plan (AAP). The City’ s current documents are set to\nexpire on June 30, 2025. These documents outline extensive strategies aimed at\nuniting community needs and resources together to achieve statutory goals, thereby\naddressing decent housing, creating a suitable living environment, and expanding\neconomic opportunities for the City's residents, particularly for low- and moderate-\nincome persons.\n3\nRosemead City Council\nSpecial & Regular Joint Meeting Agenda April 22, 2025\nRecommendation: That the City Council take the following actions:\n1. Conduct a public hearing and receive public comments and or testimony on the\nFY 2025-2029 ConPlan, FY 2025-2029 AI, FY 2025-2029 CPP, and FY 2025-\n2026 AAP;\n2. Approve and authorize the submittal of the FY 2025- 2029 ConPlan, FY 2025-\n2029 AI, FY 2025-2029 CPP, and FY 2025-2026 AAP, including CDBG,\nHOME, and CDBG- CV funding recommendations;\n3. Authorize the City Manager to execute all appropriate and necessary documents\nto receive funding and implement approved use and make necessary budget\nadjustments based on HUD' s final allocation amount; and\n4. Authorize the City Manager to execute sub- recipient agreements with the non-\nprofit organizations receiving CDBG, HOME, and CDBG-CV allocations in the\nAnnual Action Plan.
