5. ALERTOC MEMORANDUM OF UNDERSTANDING (MOU) BETWEEN 25-271\nTHE CITY OF COSTA MESA AND THE COUNTY OF ORANGE\nRECOMMENDATION:\nStaff recommends the City Council:\n1. Approve the Memorandum of Understanding (MOU) between the City of\nCosta Mesa and the County of Orange to allow the use of the County’s\nCountywide Mass Notification System under the terms and conditions of the\nCounty’s Countywide Mass Notification System Operations Guidelines and\nvendor-provider agreements, commencing on December 30, 2024, through\nDecember 30, 2029.\n2.
