11. Adoption of the Final Fiscal Year (FY) 2025-2029 Community Development\nBlock Grant (CDBG) Consolidated Plan, which includes the FY 2025-2029\nOrange County Regional Assessment of Fair Housing (AFH), the Citizen\nParticipation Plan Amendment, and the FY 2025-2026 Annual Action Plan\nRecommendation\nStaff recommends that the City Council:\n1. Adopt the Final Fiscal Year (FY) 2025-2029 Community Development Block\nGrant (CDBG) Consolidated Plan, which includes the FY 2025-2029\nOrange County Regional Assessment of Fair Housing (AFH), the Citizen\nParticipation Plan Amendment, and the FY 2025-2026 Annual Action Plan;\nand,\n2. Authorize the City Manager to execute the Agreements and future\namendments of identified grant recipients, subject to the City Attorney\nmaking non-substantive changes.
