J.2 ADOPTION OF THE FISCAL YEAR 2025/26 – 2026/27 OPERATING BUDGET\n(RESO. NOS 2025-XX, CSD 2025-XX, HA 2025-XX, SA 2025-XX, MVCF 2025-XX)\n(REPORT OF: CITY MANAGER) (ALL DISTRICTS)\nAdoption of the Fiscal Year 2025/26 – 2026/27 Operating Budget (Reso, Nos 2025-\nXX, CSD 2025-XX, HA 2025-XX, SA 2025-XX, MVCF 2025-XX)\nRecommendation(s)\nThat the City Council:\n1. Conduct a Public Hearing to Approve and Adopt Resolution No. 2025-XX,\napproving the Budget for the City of Moreno Valley for FY 2025/26 - 2026/27; and\n2. Authorize the Chief Financial Officer to prepare/finalize the Adopted Budget Book,\nincluding the impact of the Capital Improvement Plan (CIP) once adopted by Council\nfor the purpose of completing the Government Finance Officers Association and\nCalifornia Society of Municipal Finance Officers award program requirements and\nfinal distribution.\nThat the CSD:\n1.Conduct a Public Hearing to Approve and Adopt Resolution No. CSD 2025-XX,\napproving the Budget for the Moreno Valley Community Services District for FY\n2025/26 - 2026/27; and\n2.Authorize the Chief Financial Officer to prepare/finalize the Adopted Budget Book,\nincluding the impact of the Capital Improvement Plan (CIP) once adopted by CSD for\nthe purpose of completing the Government Finance Officers Association and\nCalifornia Society of Municipal Finance Officers award program requirements and\nfinal distribution.\nThat the Housing Authority:\n1.Conduct a Public Hearing to Approve and Adopt Resolution No. HA 2025-XX,\napproving the Budget for the Moreno Valley Housing Authority for FY 2025/26 -\n2026/27; and\n2.Authorize the Chief Financial Officer to prepare/finalize the Adopted Budget Book,\nincluding the impact of the Capital Improvement Plan (CIP) once adopted by HA for\nthe purpose of completing the Government Finance Officers Association and\nCalifornia Society of Municipal Finance Officers award program requirements and\nfinal distribution.\nThat the Successor Agency:\n1. Conduct a Public Hearing to Approve and Adopt Resolution No. SA 2025-XX,\napproving the Budget for the Successor Agency to the Community Redevelopment\nAgency of the City of Moreno Valley for FY 2025/26 - 2026/27; and\n2.Authorize the Chief Financial Officer to prepare/finalize the Adopted Budget Book,\nincluding the impact of the Capital Improvement Plan (CIP) once adopted by SA for\nthe purpose of completing the Government Finance Officers Association and\nCalifornia Society of Municipal Finance Officers award program requirements and\nfinal distribution.\nThat the Moreno Valley Community Foundation:\n1. Conduct a Public Hearing to Approve and Adopt Resolution No. MVCF 2025-XX,\napproving the Budget for the Moreno Valley Community Foundation of the City of\nMoreno Valley for FY 2025/26 - 2026/27; and\n2.Authorize the Chief Financial Officer to prepare/finalize the Adopted Budget Book,\nincluding the impact of the Capital Improvement Plan (CIP) once adopted by MVCF\nfor the purpose of completing the Government Finance Officers Association and\nCalifornia Society of Municipal Finance Officers award program requirements and\nfinal distribution.
