C. ORDINANCE NO. 716: AMENDING CHAPTER 153 OF THE SAN GABRIEL\nMUNICIPAL CODE RELATING TO HEDGE HEIGHTS IN THE RESIDENTIAL\nZONES (ZTA24-004) – SECOND READING AND ADOPTION\nThe City Council conducted the first reading and introduction of Ordinance No.\n716 at the April 15, 2025 meeting. City Council on a 5-0 vote moved the\nOrdinance to the second reading and adoption at this meeting. If adopted, this\nOrdinance will update the Code relating to hedge heights in residential zones.\nThe Ordinance would become effective 30 days after adoption. The Fiscal Year\n2024-2025 Adopted Budget includes the cost required for legal publication\n(Account No. 121-702-00-65-000) and codification (Account No. 121-702-00-\n22-000) of the ordinance.\nCalifornia Environmental Quality Act (CEQA) Determination: The proposed Code\nAmendment is categorically exempt from the California Environmental Quality\nAct (CEQA) pursuant to Section 15061(b)(3) because it is covered by the\ncommonsense exemption, where it can be seen with certainty that there is no\npossibility that the proposed amendment would have a significant effect on the\nenvironment, therefore it is not subject to CEQA.\nRecommended Action:\nStaff recommends that the City Council waive full reading and adopt Ordinance\nNo. 716 entitled, “An Ordinance of the City Council of the City of San Gabriel,\nCalifornia, Amending Title XV, Chapter 153 (Zoning) Relating to Hedge Heights\nin the Residential Zones.”
