ORDINANCE NO. 716: AMENDING CHAPTER 153 OF THE SAN GABRIEL\nMUNICIPAL CODE RELATING TO HEDGE HEIGHTS IN THE RESIDENTIAL\nZONES (ZTA24-004) – SECOND READING AND ADOPTION\nThe City Council conducted the first reading and introduction of Ordinance No.\n716 at the April 15, 2025 meeting. City Council on a 5-0 vote moved the\nOrdinance to the second reading and adoption at this meeting. If adopted, this\nOrdinance will update the Code relating to hedge heights in residential zones.\nThe Ordinance would become effective 30 days after adoption. The Fiscal Year\n2024-2025 Adopted Budget includes the cost required for legal publication\n(Account No. 121-702-00-65-000) and codification (Account No. 121-702-00-\n22-000) of the ordinance.\nCalifornia Environmental Quality Act (CEQA) Determination: The proposed Code\nAmendment is categorically exempt from the California Environmental Quality\nAct (CEQA) pursuant to Section 15061(b)(3) because it is covered by the\ncommonsense exemption, where it can be seen with certainty that there is no\npossibility that the proposed amendment would have a significant effect on the\nenvironment, therefore it is not subject to CEQA.\nRecommended Action:\nStaff recommends that the City Council waive full reading and adopt Ordinance\nNo. 716 entitled, “An Ordinance of the City Council of the City of San Gabriel,\nCalifornia, Amending Title XV, Chapter 153 (Zoning) Relating to Hedge Heights\nin the Residential Zones.”

ONE-YEAR RENEWAL OF CENTRAL SQUARE PERMITTING SOFTWARE\nCONTRACT IN THE AMOUNT OF $23,877.87\nThe Central Square permitting software has been integral to the operation of\nthe Community Development Department, providing efficient processes for\npermit applications, reviews, and approvals over the past eight years. The cost\nof the contract renewal, $23,877.87, is budgeted within the Community\nDevelopment Department’s annual operating budget. There is no additional\nfinancial impact or budget adjustment required.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. MEMORANDUM OF AGREEMENT WITH THE SAN GABRIEL VALLEY\nCOUNCIL OF GOVERNMENTS (SGVCOG) FOR PARTICIPATION IN THE\nFOOD RECOVERY FOR EQUITY, SUSTAINABILITY, AND HEALTH (FRESH\nSGV) PROGRAM, UTILIZING $58,710 OF CALRECYCLE’S SENATE BILL (SB)\n1383 LOCAL ASSISTANCE GRANT PROGRAM\nIn 2016, Senate Bill (SB) 1383 was passed by the California State Legislature\nwhich implemented statewide targets to reduce the disposal of organic waste\nand increase the recovery of edible food for human consumption. SB 1383\nrequires local jurisdictions to establish food recovery programs and strengthen\nexisting food recovery networks. The SGVCOG partnered with SCS Engineers to\nestablish and administer the Food Recovery for Equity, Sustainability, and\nHealth Program San Gabriel Valley (FRESH SGV), aimed at optimizing the\nrecovery of surplus edible food across the region. The initiative helps reduce\nfood waste, combat food insecurity, and support cities in meeting state-\nmandated food recovery requirements. There is no fiscal impact on the General\nFund. Participation in the FRESH San Gabriel Valley Program will be funded\nthrough the City’s awarded funds from CalRecycle’s SB 1383 Local Assistance\nGrant Program, specifically in budget account 124-800-57-96-584.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Authorize the City Manager to execute the Memorandum of Agreement\nbetween the City of San Gabriel and the San Gabriel Valley Council of\nGovernments (SGVCOG); and\n2. Approve a purchase order for $58,710 with the SGVCOG for participation in\nthe Food Recovery for Equity, Sustainability, and Health Program (FRESH\nSGV).

F. FIREWORK DISPLAY PERMIT – SAN GABRIEL COUNTRY CLUB\nPyro Spectaculars, a California Sate Licensed Pyrotechnics Company, on behalf\nof the San Gabriel Country Club, has applied for a permit to conduct a fireworks\ndisplay on San Gabriel Country Club for a Fireworks Display on Saturday, June\n28, 2025, at 9:00 p.m. Pursuant to San Gabriel Municipal Code Title IX, Sections\n96.21 – 96.23, City Council approval is required to issue a permit on approval\nand recommendation of the Fire Chief for pyrotechnic displays. A fee of $79 is\ndue at the time of permit issuance per the Fiscal Year 2024-2025 Master Fee\nSchedule. No Fire Department overtime expense is anticipated for this event.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the Fire Chief or Deputy Fire\nMarshal to issue a Fireworks Permit to Pyro Spectaculars, Incorporated,\ncontingent on meeting the conditions of the application.

AUTHORIZATION FOR UNMANNED AERIAL VEHICLE (UAV) PROGRAM\nAND PURCHASE OF UAV EQUIPMENT IN THE AMOUNT OF $28,108.00\n[RESOLUTION NO. 25-14]\nThe implementation of an Unmanned Aerial Vehicle (UAV) program within the\nSan Gabriel Police Department presents a significant opportunity to enhance\nlaw enforcement efficiency, safety, and operational effectiveness. The\nDepartment’s UAV program will focus on these benefits and continue to\nimplement innovations as the program grows within industry standards. The\ncosts, flight time, equipment, training, and insurance options vary for the\nprogram but are estimated at $28,108.00 for the initial purchase and first year\nof operations. Funds for this purchase will be made via transfer of $5,900 from\naccount 124-751-15-99-172, which was originally appropriated for the\npurchase of gas masks that ended up being purchased with grant funds. The\nremaining $22,208 will be funded through an additional appropriation in the\nGeneral Fund for Fiscal Year 2024-2025. The project will be paid out of account\n124-751-15-99-271. After year one, it will cost approximately $8,000 to $10,000\nto maintain the UAV program which will be annually appropriated in the\nGeneral Fund during the budget process.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 25-14 to approve\nthe following:\n• Budget amendment to approve $28,108.00 in the Police budget for the\npurchase of Unmanned Aerial Vehicle (UAV) equipment, training,\nlicensing, and certification.\n• Purchase of the Matrice 4T from Advexure (the only local vendor and\ncost-effective).\n• Create line items for the annual cost of UAV Program between $8,000\nand $10,000.

B. AGREEMENT WITH DATA TICKET FOR PARKING CITATION MANAGEMENT\nAND PARKING PERMIT SERVICES FOR AN ANNUAL AMOUNT OF $5,000\nPLUS PER CITATION AND PERMIT CHARGES\nTo modernize parking citation management services and implement a license\nplate-based parking permit system, the City issued a request for proposals in\nJanuary 2025. Data Ticket, Incorporated is a highly-experienced vendor serving\nover 400 California cities. Data Ticket will provide integrated citation\nmanagement and a web-based parking permit platform, allowing online\napplications, payments, and real-time enforcement verification. All Data Ticket\nplatforms include Google translation capabilities. The transition will phase out\nthe City’s existing kiosks over a three-month period with public outreach. The\nPolice Department’s annual budget includes an estimated $75,000 for citation\nmanagement services, funded by the General Fund. Additionally, the new\nparking permit solution will be included in the Finance Department’s annual\nbudget, also funded by the General Fund. The estimated annual cost for the\nparking permit solution is $5,000.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the City Manager to execute\nan agreement with Data Ticket for citation management and parking permit\nservices.
