A. AUTHORIZATION FOR UNMANNED AERIAL VEHICLE (UAV) PROGRAM\nAND PURCHASE OF UAV EQUIPMENT IN THE AMOUNT OF $28,108.00\n[RESOLUTION NO. 25-14]\nThe implementation of an Unmanned Aerial Vehicle (UAV) program within the\nSan Gabriel Police Department presents a significant opportunity to enhance\nlaw enforcement efficiency, safety, and operational effectiveness. The\nDepartment’s UAV program will focus on these benefits and continue to\nimplement innovations as the program grows within industry standards. The\ncosts, flight time, equipment, training, and insurance options vary for the\nprogram but are estimated at $28,108.00 for the initial purchase and first year\nof operations. Funds for this purchase will be made via transfer of $5,900 from\naccount 124-751-15-99-172, which was originally appropriated for the\npurchase of gas masks that ended up being purchased with grant funds. The\nremaining $22,208 will be funded through an additional appropriation in the\nGeneral Fund for Fiscal Year 2024-2025. The project will be paid out of account\n124-751-15-99-271. After year one, it will cost approximately $8,000 to $10,000\nto maintain the UAV program which will be annually appropriated in the\nGeneral Fund during the budget process.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 25-14 to approve\nthe following:\n• Budget amendment to approve $28,108.00 in the Police budget for the\npurchase of Unmanned Aerial Vehicle (UAV) equipment, training,\nlicensing, and certification.\n• Purchase of the Matrice 4T from Advexure (the only local vendor and\ncost-effective).\n• Create line items for the annual cost of UAV Program between $8,000\nand $10,000.
