Authorization for Submittal of the 2022 Housing Element Annual Progress\nReport\nRecommended Action: Staff recommends the City Council review the City’s 2022\nHousing Element Annual Progress Report (APR) (Attachment A) and authorize\nsubmittal to the State Department of Housing and Community Development\n(HCD) and the Governor’s Office of Planning and Research (OPR) by the April 1,\n2023 deadline.\nReference: Clerk’s File No. 304-7\n4. Approval of San Dieguito Drive Water Pipeline Repair Emergency Funding\nRecommended Action: Staff recommends that the City Council: 1) Approve a\n$50,000 emergency time-and-materials task order with Southland Paving, Inc.\n(Southland) (Attachment A); 2) Approve $10,000 in miscellaneous construction\nsupport services; 3) Authorize the City Manager to execute the Southland Task\nOrder and any other necessary documents to facilitate the emergency repairs;\nand 3) Amend the Fiscal Year (FY) 2022-2023 Operating and Capital Budget as\ndescribed in the Fiscal Impact section of this report to fund the emergency repair\nwork.\nReference: Clerk’s File No. 907-8\n6. Lagoon Committee Appointment\nRecommended Action: The City Council Liaisons to the Lagoon Committee\nrecommend that the City Council re-appoint Donna Shaw as an at-large, non-\nvoting member of the Lagoon Committee to serve a second full three-year term\nstarting April 1, 2023, and ending on April 30, 2026.\nReference: Clerk’s File No. 401-5
