5.3 ADOPTION OF THE FISCAL YEAR (FY) 2025-2026 ANNUAL ACTION PLAN FOR\nEXPENDITURES OF COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)\nFUNDS AND THE 2025-2029 ORANGE COUNTY REGIONAL ASSESSMENT OF\nFAIR HOUSING\nRecommended Action:\n1. Declare the City Council finds the FY 2025-2026 Annual Action Plan is not subject\nto the California Environmental Quality Act (“CEQA”) as the activity is not a\nproject, as defined in Section 15378(b)(5) of the state CEQA Guidelines;\n2. Approve and adopt the FY 2025-2026 Annual Action Plan (“Action Plan”) for the\nuse of Community Development Block Grant (“CDBG”) funds, including the 2025-\n2029 Orange County Regional Assessment of Fair Housing (Attachment 1);\n3.
