Find that the proposed actions are not a “project” subject to the California\nEnvironmental Quality Act (“CEQA”); and\n2. Approve a restrictive covenant for 38 Colonial Way related to affordable housing\nand authorize the City Manager to take all necessary steps to execute and record\nsaid covenant.
