Receive and file the City of Santa Ana 2022 General Plan\nAnnual Progress Report.\n2. Authorize staff to submit the City of Santa Ana 2022 General Plan Annual Progress\nReport to the State of California Department of Housing and Community Development\n(HCD) and the Office of Planning and Research (OPR).\n3. Direct staff to proceed with the formation of the Environmental Justice (EJ) Action\nCommittee;\nand determine this action is exempt from further environmental review in accordance\nwith the California Environmental Quality Act (CEQA) as it is not a “project” as defined in\nSection 15378 of the CEQA Guidelines.
