18. AUTHORIZE RFP: ASSISTANCE IN THE ADMINISTRATION OF THE CITY’S\nHISTORIC PRESERVATION PROGRAM AND STAFFING THE CITY’S HISTORIC\nPRESERVATION COMMISSION – F2M25-38, RFP2M25-8\nThe City’s General Plan includes policies and implementation actions for the development\nof a new Historic Preservation Ordinance. On May 28, 2025, the Historic Preservation\nCommission will hold a public hearing to consider recommending approval of the Final\nDraft of the Ordinance to the Planning Commission. The Planning Commission is\nexpected to hold its public hearing on July 7, 2025, to make its recommendation to the\nCity Council. The City Council is anticipated to review the Final Draft of the Ordinance on\nAugust 25, 2025, with the Ordinance becoming effective in October 2025. Given the\ntechnical nature of historic preservation, solicitation of proposals from qualified firms are\nrequested to provide the technical expertise to support the implementation and ongoing\nactivities of the City’s new Historic Preservation Program. The selected consultant will\nassist the City in the administrative functions of implementing a new Historic Preservation\nProgram, such as developing and reviewing Certificates of Appropriateness and Mills Act\ncontracts, and staffing the Historic Preservation Commission.\nRecommended Action: City Council authorize the distribution of a Request for\nProposals (RFP2M25-8) to provide professional consulting services to assist staff in the\nadministration of the City’s Historic Preservation Program and staffing the City’s Historic\nPreservation Commission.
