21. Approve a Right of Entry and License Agreement with Access California Services to provide\nadditional parking spaces at 1116 Swan Street (adjacent to their existing lease of the building and\nfacilities located at 300 W. Carl Karcher Way), with an annual fee of $1.00 per year for a term of\nfive years with two five-year optional renewals; and authorize the Community Services Director,\nor designee, to execute the agreement and related documents and to take the necessary actions\nto implement and administer the agreement.
