2. Introduction of Ordinance No. 2023-219, Amending the Laguna Niguel\nMunicipal Code Related to the Electronic Filing of Statements of Economic\nInterests and Campaign Disclosure Documents\nRecommendation\nStaff recommends that the City Council:\n1. Waive full reading and introduce Ordinance No. 2023-219, by title:\nORDINANCE NO. 2023-219\nAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF\nLAGUNA NIGUEL, CALIFORNIA, AMENDING DIVISION 8 OF TITLE\n2 OF THE LAGUNA NIGUEL MUNICIPAL CODE, ALLOWING FOR\nTHE ELECTRONIC AND PAPERLESS FILING OF STATEMENTS OF\nECONOMIC INTERESTS AND CAMPAIGN DISCLOSURE\nDOCUMENTS\n2. Direct that the proposed Ordinance be placed on the agenda for adoption at\nthe April 4, 2023 City Council meeting.\nCity Council Regular Meeting Agenda Page 5 of 7 March 21, 2023\nPUBLIC HEARING\n1. General Plan Amendment GPA 21-01A01 (2021-2029 Revised Housing Element\nUpdate) Updating the Adopted Housing Element\nRecommendation\nStaff recommends that the City Council open the public hearing, take public\ntestimony, close the public hearing, and then:\n1. Adopt Resolution No. 2023-1422 approving General Plan Amendment GPA 21-\n01A01 (2021-2029 Revised Housing Element Update) (Attachment A); and\n2. Find that General Plan Amendment GPA 21-01A01 is exempt from California\nEnvironmental Quality Act (CEQA) requirements per Section 15061, Review\nfor Exemption of the CEQA Guidelines. Specifically, Section 15061(b)(3)\nstates, in part, that a project is exempt from CEQA if “the activity is covered by\nthe general rule that CEQA applies only to projects which have the potential for\ncausing a significant effect on the environment. Where it can be seen with\ncertainty that there is no possibility that the activity in question may have a\nsignificant effect on the environment, the activity is not subject to CEQA.”\nOTHER BUSINESS/COUNCIL REPORTS
