Approve a Substantial Amendment to the 2022-2026 Consolidated Plan\nand to the 2024-2025 Action Plan; and\nC. Authorize the Town Manager, or designee, to execute and transmit all\nnecessary documents, including the Substantial Amendment to the\nAction Plans, and any additional amendments, to ensure timely\nprogram expenditures.
