11) CONSIDERATION TO APPROVE A FRANCHISE AGREEMENT TO BLACK & WHITE TOW, INC. FOR\nVEHICLE TOWING AND VEHICLE STORAGE SERVICES\nRecommend that the City Council:\na. Approve a Franchise Agreement to Black & White Garage, Inc., dba Black & White Tow, Inc.\n(Contract No. 2359) for Vehicle Towing and Vehicle Storage Services for a term of five years,\nwith an optional five-year extension; and\nb. Authorize the City Manager, or designee, to make non-substantive changes and execute all\nrelated documents.\nADMINISTRATIVE REPORTS
