6.1 DECLARATION OF RESTRICTIVE COVENANTS FOR 38 COLONIAL WAY AND 89\nPLAYA CIRCLE\nRecommended Action:\n1. Find that the proposed actions are not a “project” subject to the California\nEnvironmental Quality Act (“CEQA”);\n2. Approve a restrictive covenant for 38 Colonial Way related to affordable housing\nand authorize the City Manager to take all necessary steps to execute and record\nsaid covenant; and\n3.
