1. Introduction of Ordinance No. 2025-235 Amending the Laguna Niguel\nMunicipal Code Designating Fire Hazard Severity Zones as required by\nGovernment Code Section 51178 and Determining the Action Not Subject to\nthe California Environmental Quality Act (CEQA)\nRecommendation\nStaff recommends that the City Council:\n1. Waive the full reading, make any changes to, and introduce Ordinance No.\n2025-235 by title:\nAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAGUNA\nNIGUEL, CALIFORNIA, AMENDING ARTICLE 7 TO DIVISION 3, TITLE\n11 OF THE LAGUNA NIGUEL MUNICIPAL CODE, DESIGNATING FIRE\nHAZARD SEVERITY ZONES WITHIN THE CITY OF LAGUNA NIGUEL\nIN ACCORDANCE WITH GOVERNMENT CODE SECTION 51179 AND\nDETERMINING THE ACTION TO NOT SUBJECT TO THE CALIFORNIA\nENVIRONMENTAL QUALITY ACT (CEQA) UNDER STATE CEQA\nGUIDELINES SECTIONS 15060(c)(2) AND 15060(c)(3)\n2. Direct that the proposed Ordinance, with any changes, be placed on the\nagenda for the June 3, 2025, City Council Meeting and adopt the Ordinance\nat the meeting; and,\n3. Find the adoption of Ordinance No. 2025-235 is not subject to California\nEnvironmental Quality Act (CEQA) because the proposed actions will not\nresult in a direct or reasonably foreseeable indirect physical change in the\nenvironment, do not authorize construction, and therefore is not a project\nas defined under CEQA.
