Award a contract to Evolutionary Commercial Systems, Inc. (ECSI) for $304,535.98, and\nauthorize a contingency of $45,500; and\n2. Appropriate $100,036 in the Capital Projects Fund for Project 384; and\n3. Transfer $100,036 from the Storm Drain Fund to the City Capital Projects Fund.
