8I.\nItem\n08H\nDudek\nAmendment\n#4\n(La\nCosta\nBasin)\nAmendment No. 4 to Agreement for Professional Consultant Services between\nthe City of Encinitas ("City") and University of San Diego, Energy Policy\nInitiatives Center to add $142,767, with a total not-to-exceed amount of\n$280,942, for additional support with the Climate Action Plan (CAP) Update,\nincluding the completion of a Benefit Cost Analysis, and to allow for an\nadditional one-year extension period with a new expiration date of June 30,\n2026. Environmental Considerations: The action being considered by the City\nCouncil is exempt from the California Environmental Quality Act (CEQA)\nGuidelines because it is not a "project" under Section 15378(b)(5). The action\ninvolves an organizational or administrative activity of government that will not\nresult in the direct or indirect physical change in the environment.
