8J. Ratify the City Manager’s approval of the Memorandum of Understanding\n(MOU) between the San Diego Association of Governments (SANDAG) and\nthe City of Encinitas ("City") to allow for the City’s continued participation in the\nSANDAG Regional Shoreline Monitoring Program for the next three (3) years.\nEnvironmental Considerations: The current action considered by the City\nCouncil is exempt from the California Environmental Quality Act (CEQA)\nbecause the MOU is not a "project" under Section 15378(b)(5) of CEQA\nGuidelines. The action involves an organizational or administrative activity of\ngovernment that will not result in direct or indirect physical change in the\nenvironment. Contract Person: Coastal Zone Administrator Mierau\nRecommended Action: 1) Adopt Resolution No. 2025-52 titled, "A Resolution\nof the City Council of the City of Encinitas, California, Approving the City\nManager's Execution of The Memorandum of Understanding (MOU), Contract\nNo. 6000206, Between San Diego Association of Governments and the City of\nEncinitas for the Regional Shoreline Monitoring Program"; and 2) Find that the\ncurrent scope of the project is exempt as noted in Resolution No. 2025-52\nfrom the California Environmental Quality Act (CEQA) because the MOU is not\na "project" under Section 15378(b)(5) of CEQA Guidelines.
