19.\nApprove an Attorney Services and Consulting Agreement with Arif Alikhan, Esq. and Alikhan\nInsights, LLC, in an amount not to exceed $400,000, for services of an attorney-consultant to\nanalyze the practices, processes, and protocols of the Anaheim Police Department and develop a\nprogram and strategy to ensure compliance with the principals of Constitutional Policing and\nProcedural Justice, for a one year term with four one-year optional renewals; and authorize the\nChief of Police, or designees, to execute and administer the agreement and any renewal options\nand amendments that do not change the contract amount.
