5.\nAUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT WITH THE COUNTY OF LOS ANGELES FOR THE RECEIPT OF\nMEASURE A CONTINUUM OF CARE FUNDS IN THE AMOUNT OF $1,324,440\nFOR HOMELESS SERVICES (Housing Dept.)\nRecommendation: It is recommended that the City Council:\n(1)\nFind that the recommended actions in the agenda report are exempt from the California Environmental Quality Act ("CEQA") pursuant to\nState CEQA Guidelines Section 15061(b)(3), the “Common Sense” exemption that\nCEQA only applies to projects that may have an effect on the environment;\n(2)\nAuthorize the City Manager to enter into a contract with the County of Los Angeles for the receipt of FY 2026 Measure A Continuum of Care\nfunds in the amount of $1,324,440 with a term ending June 30, 2026 for the\nprovision homelessness prevention, time-limited subsidies, housing navigation, and emergency shelter programs for households experiencing and\nat risk of homelessness;\n(3)\nAuthorize the City Manager to execute a first amendment to the subject contract with a not-to-exceed amount of $1,500,000 and a term\nextension through June 30, 2027, subject to the availability of Fiscal Year 2027 Measure\nA Continuum of Care funds for the continued provision of homeless services; and\n(4)\nAuthorize the City Manager to execute a second amendment to the subject contract with a not-to-exceed amount of $1,500,000 and a term\nextension through June 30, 2028, subject to the availability of Fiscal Year 2028\nMeasure A Continuum of Care funds for the continued provision of homeless services.
