2.\nAUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT WITH ALFARO COMMUNICATIONS CONSTRUCTION, INC., FOR ALLEN\nAVENUE PEDESTRIAN ENHANCEMENTS FOR AN AMOUNT NOT-TOEXCEED $1,493,456 (Public Works Dept.)\nRecommendation: It is recommended that the City Council:\n(1)\nFind the contract proposed in the agenda report to be categorically exempt under the California Environmental Quality Act (CEQA) pursuant\nto Title 14, Chapter 3, Article 19, Section 15301, Class 1 – Existing Facilities,\nSection 15302, Class 2 – Replacement or Reconstruction, and Section 15303, Class 3 – New Construction or Conversion of Small Structures, and\nthat there are no features that distinguish this project from others in the exempt\nclass, and therefore, there are no unusual circumstances; and\n(2)\nAward contract to lowest and best bid dated April 24, 2025, submitted by Alfaro Communications Construction, Inc., in response to the\nproject plans and specifications for Allen Avenue Pedestrian Enhancements, and\nauthorize the City Manager to enter into a contract for an amount not-to-exceed $1,493,456 which includes the base contract amount of $1,357,687\nand a contingency of $135,769 to provide for any necessary change orders.
