E. RESOLUTION NO. 25-21 AUTHORIZING STATE HOMELAND SECURITY\nGRANT PROGRAM – SUPPLEMENTAL AWARD TO PURCHASE THERMAL\nIMAGING CAMERAS IN THE AMOUNT OF $38,582.81 AND APPROVE SUCH\nPURCHASE\nThe City of San Gabriel Fire Department was awarded a supplemental grant of\n$38,521 by the State Homeland Security Grant Program administered by the\nFederal Emergency Management Agency. The City of San Gabriel is not\nrequired to provide matching funds and, if accepted by Council, will purchase\nupdated Thermal Imaging Cameras with the funding from this grant. The total\nbudget for this project is $38,582.81, leaving a difference of $61.81 to be paid\nfrom Fire Department Account No. 121-761-00-21-000. The contingency grant\nis accepted with the condition that the funds be encumbered and invoices are\nissued by July 1, 2025. Pursuant to City of San Gabriel Purchasing Policy, staff\nobtained three quotations from authorized suppliers and has determined that\nMunicipal Energy Services, Incorporated meets the requirements for pricing\nand product availability.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 25-21 approving\nthe following:\n1. Increase account 186-3212 by $38,521 (revenue account).\n2. Increase the Fire Department budget by $38,521 in Account No. 124-76157-99-390.\n3. Authorize the City Manager to accept the State Homeland Security Grant\nProgram grant and issue a purchase order not to exceed $38,582.81 to\npurchase the items under the City’s purchasing policy.
