RESOLUTION NO. 25-18 APPROVING THE FISCAL YEAR 2025-2026\nSENATE BILL 1 ROAD REPAIR AND ACCOUNTABILITY ACT PROJECT LIST\nSenate Bill 1, also known as the Road Repair and Accountability Act of 2017,\nprovides the City of San Gabriel with access to funds for basic road\nmaintenance, rehabilitation, and safety projects. In Fiscal Year 2025-2026, the\nCity is set to receive an estimated $1,035,094. To qualify for funding under the\nAct, the City must adopt a list of eligible street improvement projects. The\nresolution presented for Council’s consideration would adopt the project list\nand authorize the Public Works Director to file the required documents with\nthe California Transportation Commission to secure the funding. Adoption of\nResolution No. 25-18 will allow the City to receive Senate Bill 1 funding\nestimated by the State of California to be $1,035,094 for Fiscal Year 2025-2026.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 25-18 and\nauthorize the Public Works Director to file necessary documentation to satisfy\nSenate Bill 1 funding requirements and act as the authorized signatory for\nmatters related to Fiscal Year 2025-2026 funding.

STATEMENT OF INVESTMENT POLICY 2025-2026 [RESOLUTION NO. 2525]\nCalifornia Government Code Section 53646 requires the annual review of the\nCity’s Investment Policy at a regular meeting of the City Council. The\nrequirement for an annual review of the policy is also stated in the City’s Fiscal\nSustainability Policy (adopted April 2019 in the interest of financial\naccountability). RESOLUTION NO. 25-21 AUTHORIZING STATE HOMELAND SECURITY\nGRANT PROGRAM – SUPPLEMENTAL AWARD TO PURCHASE THERMAL\nIMAGING CAMERAS IN THE AMOUNT OF $38,582.81 AND APPROVE SUCH\nPURCHASE\nThe City of San Gabriel Fire Department was awarded a supplemental grant of\n$38,521 by the State Homeland Security Grant Program administered by the\nFederal Emergency Management Agency. The City of San Gabriel is not\nrequired to provide matching funds and, if accepted by Council, will purchase\nupdated Thermal Imaging Cameras with the funding from this grant. The total\nbudget for this project is $38,582.81, leaving a difference of $61.81 to be paid\nfrom Fire Department Account No. 121-761-00-21-000. The contingency grant\nis accepted with the condition that the funds be encumbered and invoices are\nissued by July 1, 2025. Pursuant to City of San Gabriel Purchasing Policy, staff\nobtained three quotations from authorized suppliers and has determined that\nMunicipal Energy Services, Incorporated meets the requirements for pricing\nand product availability.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 25-21 approving\nthe following:\n1. Increase account 186-3212 by $38,521 (revenue account).\n2. Increase the Fire Department budget by $38,521 in Account No. 124-76157-99-390.\n3. Authorize the City Manager to accept the State Homeland Security Grant\nProgram grant and issue a purchase order not to exceed $38,582.81 to\npurchase the items under the City’s purchasing policy.

F. APPROVAL OF SOLE SOURCE CONTRACT WITH LOCALITY MEDIA,\nINCORPORATED DOING BUSINESS AS FIRE DUE SOFTWARE IN THE\nAMOUNT OF $20,800\nStaff has identified First Due Software as a leading provider of cloud-based\nsoftware solutions tailored for fire service operations. First Due provides a\ncomprehensive platform that integrates incident response, inspection\nmanagement, fire prevention data, scheduling, fleet management and mobile\ndata solutions, improving efficiency, data accuracy, and inter-agency\ncoordination. The annual cost for the proposed package is $20,800. After the\ninitial 12-month term, the agreement will renew for an additional 12 months,\nwith the right to cancel with written notice. An escalator clause of up to 5% is\nincluded. One-time onboarding and set-up fees totaling $5,760 will be incurred.\nCurrent expenditures for Fire Department software subscriptions total over\n$15,000 and will sunset as subscriptions expire in July of 2025. The cost of the\nFirst Due subscription includes the Community Connect and Fire Prevention\nmodules, not provided by any of the current solutions. Funding for this sole\nsource contract is included in the proposed Fiscal Year 2025-2026 Fire\nDepartment budget, and staff has negotiated with the vendor to begin\nonboarding upon approval and defer payment until after the start of the next\nFiscal Year. This item is contingent on the approval of the Fiscal Year 2025-2026\nproposed budget. No costs are incurred by the City if the budget is not\napproved.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Approve a contract with Locality Media, Incorporated doing business as First\nDue Software, for an annual amount of $20,800 with one-time fees of\n$5,760.\n2. Authorize the Fire Chief or designee to execute all necessary documents.

A. COMPLIANCE REPORT PURSUANT TO ASSEMBLY BILL 2561\nAssembly Bill 2561 (AB 2561) requires public agencies to hold at least one\npublic hearing annually to report agencywide position vacancies, recruitment,\nand retention outcomes for the previous year, and discuss any challenges\nexperienced in hiring and retention during the previous year and efforts to\naddress those challenges and increase recruitment and retention outcomes. AB\n2561 further requires the hearing and presentation to be made prior to the\nadoption of the fiscal year budget. This report fulfills the City’s obligations\nunder AB 2561. There is no fiscal impact associated with this report on the City’s\nvacancies, recruitment, and retention efforts.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council receive and file this report in\ncompliance with Assembly Bill 2561.

B. ADOPTION OF THE FISCAL YEAR 2025-2026 OPERATING BUDGET,\nCAPITAL IMPROVEMENT PROGRAM, AND APPROPRIATIONS LIMIT\nThe City Council will hold a public hearing to consider adoption of the proposed\nFiscal Year 2025-2026 Operating Budget, Capital Improvement Plan (CIP), and\nAppropriations Limit. The proposed General Fund budget is balanced, with a\nprojected surplus of $933,000. General Fund revenues are estimated at\n$57,712,000, with proposed expenditures totaling $56,779,000. Across all City\nfunds, total projected revenue is $89,416,000 and total proposed expenditures\nare $86,542,000. The proposed CIP includes $2,724,000 in new funding to\nsupport seven capital projects.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council conduct a public hearing on the\nProposed 2025-2026 operating and capital improvement program budgets,\nand appropriations limit, and after receiving comments and testimony adopt\nthe following resolutions;\n1. ORDINANCE 719: ADOPTION OF CALIFORNIA DEPARTMENT OF\nFORESTRY AND FIRE PROTECTION FIRE HAZARD SEVERITY ZONE MAP –\nINTRODUCTION AND FIRST READING\nThe California Department of Forestry and Fire Protection has updated its Fire\nHazard Severity Zone maps for State Responsibility Areas and Local\nResponsibility Areas. In accordance with California Government Code Section\n51179, the City of San Gabriel is required to adopt these maps by ordinance.\nThe Fiscal Year 2024-2025 Adopted Budget includes the cost for required legal\npublication (Account No. 121-702-00-65-000) and codification (Account No.\n121-702-00-22-000) of the ordinance.\nCalifornia Environmental Quality Act (CEQA) Determination: The adoption of the\nupdated Fire Hazard Severity Zone map is exempt from CEQA Guidelines under\nSection 15061(b)(3).\nRecommended Action:\nStaff recommends that the City Council:\n1.\nConduct the public hearing and discuss proposed Ordinance No. 719.\n2. A. ORDINANCE NO. 720 – APPROVING A SERVICE CONTRACT WITH THE LOS\nANGELES COUNTY PUBLIC HEALTH DEPARTMENT\nThe City of San Gabriel uses the Los Angeles County Public Health Code as the\n“Health Code” for the City. The Los Angeles County Department of Public\nHealth has approached all 85 cities within Los Angeles County, including San\nGabriel, about updating the agreement that provides updated public health\nservices for cities. Generally, the Los Angeles County Department of Public\nHealth administers local public health services to the City of San Gabriel and\nother municipalities at no cost. For entities that require a public health permit,\nthe proposed agreement authorizes the County to collect the applicable permit\nfees directly from the applicant. Specifically, the proposed contract permits the\nDepartment of Public Health to charge cost-recovery fees to San Gabriel, or any\nother city, for the following purposes:\n1. Conducting inspections of City-owned or City-operated detention facilities,\nin accordance with Health and Safety Code Section 101045; and\n2. Providing additional public health administrative or inspection services\nrequested by the City that fall outside the scope of the standard services\ncovered under this agreement.\nAny costs associated with inspection services specifically requested by the City\nwill be absorbed withing existing budget allocations. Otherwise, the proposed\nordinance and the associated Public Services Contract with the Department of\nPublic Health will not result in any fiscal impact. Public health services that do\nnot require specific fees or permits will continue to be provided to the City at\nno cost. Should the City elect not to utilize the County’s public health services,\nit would be required to establish an independent Health Department. Doing so\nwould entail substantial financial commitments, including but not limited to\ncosts associated with personnel, equipment, laboratory testing, facilities, and\nrelated infrastructure. Although a portion of these expenses could potentially\nbe offset through service fees, a considerable share would remain unfunded,\nresulting in significant net expenditures for the City of San Gabriel.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the City Manager to approve\nthe agreement with Los Angeles County for Public Health Services.
