F. APPROVAL OF SOLE SOURCE CONTRACT WITH LOCALITY MEDIA,\nINCORPORATED DOING BUSINESS AS FIRE DUE SOFTWARE IN THE\nAMOUNT OF $20,800\nStaff has identified First Due Software as a leading provider of cloud-based\nsoftware solutions tailored for fire service operations. First Due provides a\ncomprehensive platform that integrates incident response, inspection\nmanagement, fire prevention data, scheduling, fleet management and mobile\ndata solutions, improving efficiency, data accuracy, and inter-agency\ncoordination. The annual cost for the proposed package is $20,800. After the\ninitial 12-month term, the agreement will renew for an additional 12 months,\nwith the right to cancel with written notice. An escalator clause of up to 5% is\nincluded. One-time onboarding and set-up fees totaling $5,760 will be incurred.\nCurrent expenditures for Fire Department software subscriptions total over\n$15,000 and will sunset as subscriptions expire in July of 2025. The cost of the\nFirst Due subscription includes the Community Connect and Fire Prevention\nmodules, not provided by any of the current solutions. Funding for this sole\nsource contract is included in the proposed Fiscal Year 2025-2026 Fire\nDepartment budget, and staff has negotiated with the vendor to begin\nonboarding upon approval and defer payment until after the start of the next\nFiscal Year. This item is contingent on the approval of the Fiscal Year 2025-2026\nproposed budget. No costs are incurred by the City if the budget is not\napproved.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Approve a contract with Locality Media, Incorporated doing business as First\nDue Software, for an annual amount of $20,800 with one-time fees of\n$5,760.\n2. Authorize the Fire Chief or designee to execute all necessary documents.
