B. ADOPTION OF THE FISCAL YEAR 2025-2026 OPERATING BUDGET,\nCAPITAL IMPROVEMENT PROGRAM, AND APPROPRIATIONS LIMIT\nThe City Council will hold a public hearing to consider adoption of the proposed\nFiscal Year 2025-2026 Operating Budget, Capital Improvement Plan (CIP), and\nAppropriations Limit. The proposed General Fund budget is balanced, with a\nprojected surplus of $933,000. General Fund revenues are estimated at\n$57,712,000, with proposed expenditures totaling $56,779,000. Across all City\nfunds, total projected revenue is $89,416,000 and total proposed expenditures\nare $86,542,000. The proposed CIP includes $2,724,000 in new funding to\nsupport seven capital projects.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council conduct a public hearing on the\nProposed 2025-2026 operating and capital improvement program budgets,\nand appropriations limit, and after receiving comments and testimony adopt\nthe following resolutions;\n1. Resolution No. 25-24 adopting the 2025-2026 Operating Budget.\n2. Resolution No. 25-23 adopting the 2025-2026 Capital Improvement\nProgram Budget.\n3. Resolution No. 25-22 establishing the 2025-2026 Appropriations Limit.
