8.\nSecond Reading and Adoption of Ordinance No. 2025-235, Amending the\nLaguna Niguel Municipal Code Designating Fire Hazard Severity Zones as\nrequired by Government Code Section 51178 and Determining the Action Not\nSubject to the California Environmental Quality Act (CEQA)\nRecommendation\nStaff recommends that the City Council:\n1. Conduct a second reading, by title only, and adopt Ordinance 2025-235:\nORDINANCE NO. 2025-235\nAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAGUNA\nNIGUEL, CALIFORNIA, AMENDING ARTICLE 7 TO DIVISION 3, TITLE 11\nOF THE LAGUNA NIGUEL MUNICIPAL CODE, DESIGNATING\nFIRE HAZARD SEVERITY ZONES WITHIN THE CITY OF LAGUNA NIGUEL\nIN ACCORDANCE WITH GOVERNMENT CODE SECTION 51179 AND\nDETERMINING THE ACTION NOT SUBJECT TO THE CALIFORNIA\nENVIRONMENTAL QUALITY ACT (CEQA) UNDER STATE CEQA\nGUIDELINES SECTIONS 15060(c)(2) AND 15060(c)(3)\n2. Find the adoption of Ordinance No. 2025-235 is not subject to California\nEnvironmental Quality Act (CEQA) because the proposed actions will not\nresult in a direct or reasonably foreseeable indirect physical change in the\nenvironment, do not authorize construction, and therefore is not a project\nas defined under CEQA.\n9.\nApproval of Fiscal Years 2025-2030 Law Enforcement Services Agreement\nwith the County of Orange\nRecommendation\nStaff recommends that the City Council:
