1.\nAdoption of Fiscal Years 2025-2027 Operating and Capital Improvement\nBudget, and Approval of Updates to Fee Schedule for Public Works and\nCrown Valley Community Center and Facilities Fees\nCity Council Regular Meeting Agenda\nPage 5 of 7\nJune 3, 2025\nRecommendation\nStaff recommends that the City Council:\n1) Adopt Resolution 2025-1500, Approving the City of Laguna Niguel Fiscal\nYears 2025-2027 Operating and Five-Year Capital Improvement Budget;\n2) Adopt Resolution 2025-1501, Amending Portions of Resolution No. 20231434 to Add the Salary Range for the New Classification of Assistant to the\nCity Manager and to Add the Salary Range for the Existing Unfunded\nClassification of Community Engagement Manager;\n3) Adopt Salary Resolution 2025-1502, Related to Updating Salary Ranges for\nDesignated Classifications Included in the Orange County Employees\nAssociation (OCEA) Maintenance, Clerical and Technical Unit and the\nMiddle Management, Professional and Supervisory Unit;\n4) Hold a Public Hearing, and adopt Resolution 2025-1503, Approving and\nAdopting a Citywide Master Schedule of Fees and Service Charges for\nVarious Municipal Activities and Services;\n5) Adopt Resolution 2025-1504, Establishing the Appropriation Limit (Gann\nLimit) for the City of Laguna Niguel for Fiscal Year 2025-2026;\n6) Commit the $381,101 Fiscal Year 2025-2026 and the $1,009,421 Fiscal\nYear 2026-2027 operational budget surpluses to the Infrastructure\nReplacement and Deferred Maintenance Reserve;\n7) Authorize $1,459,156 from the Infrastructure Replacement and Deferred\nMaintenance Reserve in Fiscal Year 2025-2026 to be used on the Crown\nValley Parkway Westbound Widening Project; and,\n8) Authorize $1,277,037 from the Infrastructure Replacement and Deferred\nMaintenance Reserve in Fiscal Year 2026-2027 to be used on the La Paz\nRoad Mobility Enhancements & Permanent Repair.\nOTHER BUSINESS/COUNCIL REPORTS
