6.\nAward a construction contract to the lowest responsive bidder, Henkels & McCoy West, LLC, in\nthe amount of $3,613,824 plus a 10% contingency, for the Harbor Substation Line Extension\nProject Phase 1; authorize the Director of Public Works, or designees, to execute the contract\nand related documents, including any cost-neutral amendments of the contract and any\ndocuments contemplated by the contract, and to take such actions as are necessary, required, or\nadvisable to implement and administer the contract; determine that the project is categorically\nexempt from the California Environmental Quality Act pursuant to Sections 15301(b), 15302(c),\nand 15303 of Title 14 of the California Code of Regulations; and authorize the Finance Director to\nexecute the Escrow Agreement pertaining to contract retentions in accordance with Public\nContract Code Section 22300.
