5.\nAward a Contract Work Order to the lowest responsive and responsible bidder, Mike Prlich and\nSons, Inc, in the amount of $1,145,350, for the Catalpa Avenue Sanitary Sewer Line\nReplacement Project; authorize the Director of Public Works to execute the work order via the\nexisting Sewer and Storm Drain Maintenance, Construction and Immediate Response Service\nMaster Agreement and related documents and to take the necessary actions to implement and\nadminister the work order; determine that the project is categorically exempt from the California\nEnvironmental Quality Act pursuant to Class 2, Section 15302 (c) (Replacement or\nReconstruction) of Title 14 of the California Code of Regulations; and authorize the Finance\nDirector to execute the Escrow Agreement pertaining to contract retentions.
