3.\nFINANCE COMMITTEE: AMEND THE FISCAL YEAR 2025 CAPITAL IMPROVEMENT PROGRAM (Public Works Dept.)\nRecommendation: It is recommended that the City Council:\n(1)\nFind that the proposed actions in the agenda report are not “projects” as defined in the California Environmental Quality Act (CEQA),\nPublic Resources Code Section 21065 and Section 15378(b)(4) and (5) of the State\nCEQA Guidelines, and as such, are not subject to environmental review; and\n(2)\nAmend the Fiscal Year 2025 Capital Improvement Program (CIP) Budget as detailed in Attachment A of the agenda report.
