1.\nAUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT WITH JUDGE NETTING, INC., FOR THE BROOKSIDE GOLF\nCOURSE INSTALLATION OF CANTILEVER NETTING PROJECT FOR AN AMOUNT\nNOT-TO-EXCEED $1,869,010 (Public Works Dept.)\nRecommendation: It is recommended that the City Council:\n(1)\nFind the contract proposed in the agenda report to be categorically exempt under the California Environmental Quality Act (CEQA)\npursuant to Title 14, Chapter 3, Article 19, Section 15301, Class 1 – Existing Facilities, and\nthat there are no features that distinguish this project from others in the exempt class, and therefore, there are no unusual circumstances; and\n(2)\nAward contract to lowest and best bid dated May 27, 2025 submitted by Judge Netting, Inc., in response to the plans and\nspecifications for the Brookside Golf Course Installation of Cantilever Netting project and authorize the\nCity Manager to enter into a contract for an amount not-to-exceed $1,869,010 which includes the base contract amount of $1,557,508 and a\ncontingency of $311,502 to provide for any necessary change orders.

LOS ROBLES AVE. SUITE #550, IN THE AMOUNT NOT-TO-EXCEED $583,489 FOR WATER AND\nPOWER DEPARTMENT OFFICES (Office of the City Manager)\nRecommendation: It is recommended that the City Council:\n(1)\nFind that the leasing of 199 S. Los Robles Avenue is categorically exempt from the California Environmental Quality Act (“CEQA”)\npursuant to the State CEQA Guidelines Section 15301 (Existing Facilities); there are no\nfeatures that distinguish this project for others in the exempt classes, and therefore, there are no unusual circumstances; and\n(2)\nAuthorize the City Manager to execute a lease agreement with 199 S. Los Robles, LLC., Sand 199 Los Robles, LLC. and Robles SM,\nLLC. in the amount not-to-exceed $583,489 for office space located at 199 S. Los Robles\nAvenue incorporating the terms and conditions generally described in the agenda report, and to execute any other related agreements\nnecessary to effectuate the transaction, including non-substantial revisions.

3.\nFINANCE COMMITTEE: AMEND THE FISCAL YEAR 2025 CAPITAL IMPROVEMENT PROGRAM (Public Works Dept.)\nRecommendation: It is recommended that the City Council:\n(1)\nFind that the proposed actions in the agenda report are not “projects” as defined in the California Environmental Quality Act (CEQA),\nPublic Resources Code Section 21065 and Section 15378(b)(4) and (5) of the State\nCEQA Guidelines, and as such, are not subject to environmental review; and\n(2)\nAmend the Fiscal Year 2025 Capital Improvement Program (CIP) Budget as detailed in Attachment A of the agenda report.
