A.\n\nPublic Hearing on Application for Modification 25-01 – 8855 Valley Boulevard On\nMarch 22, 2022, the City Council upheld the Planning Commission’s approval for\nModification 21-08 to renovate the building façade of an existing commercial\n\nbuilding into the Myriad Public Market food hall. The applicant, DC Universal, LLC,\nis now requesting an addition on the rooftop level with additional changes\nthrough Modification 25-01. The subject site is located at 8855 Valley Boulevard in\nthe Central Business District with a Design Overlay (CBD/D-O) zone.\nRecommendation: That the City Council take the following actions:\n1.\n\nConduct a public hearing and receive public testimony;\n\n2.\n\nAdopt Resolution No. 2025-28, entitled; A RESOLUTION OF THE CITY\nCOUNCIL OF THE CITY OF ROSEMEAD, COUNTY OF LOS ANGELES, STATE\nOF CALIFORNIA, APPROVING MODIFICATION 25-01, A SECOND\nMODIFICATION TO DESIGN REVIEW 03-110 FOR AN ADDITION ON THE\nROOFTOP LEVEL OF THE BUILDING, RECONFIGURATION OF VARIOUS\nOUTDOOR DINING AREAS ON BOTH THE GROUND AND ROOFTOP LEVELS,\nIMPLEMENTATION OF A NEW EXTERIOR COLOR SCHEME, AND A SLIGHT\nINCREASE IN THE BUILDING’S OVERALL HEIGHT. THE SUBJECT SITE IS\nLOCATED AT 8855 VALLEY BOULEVARD (APN: 5391-009-002), IN THE\nRESIDENTIAL/COMMERCIAL MIXED-USE DEVELOPMENT AND DESIGN\nOVERLAY (CBD/RC-MUDO/D-O) ZONE; and\n\n3.\n\nDetermine that Modification 25-01 is exempt from Class 1 of Section 15301 of\nthe California Environmental Quality Act (CEQA) guidelines.\n\nStaff Report & Attachments A-D\nPresentation\nAttachment E
