D.\n\nReport on Status of Council Member Ly’s Active Military Duty This report provides\na status update on Council Member Steven Ly’s military service tour. Council\nMember Ly remains on active duty and has not yet been discharged. In\ncommunication with City staff, he anticipates that his military service to wind\ndown by mid-to-late summer. Pursuant to California Military and Veterans Code\nSection 395.8 during his absence, his council seat is not considered vacated,\nwhich ensures the rights of public officials who are on leave for military service\nare protected. E.\n\nAccept Completed Improvements and Authorize Filing of Notice of Completion for\nCity Project No. 24013 - Mission Drive Pedestrian Hybrid Beacon System On\nMarch 12, 2024, the City Council awarded a construction contract with Calpromax\nEngineering, Inc. for the Mission Drive Pedestrian Hybrid Beacon System Project\n(Project No. 24013). The project scope included furnishing and installing a\npedestrian hybrid beacon system, which encompassed the installation of traffic\nsignal poles, communication conduits, a controller cabinet, the removal and\nreplacement of roadway pavement, and the signing and striping of the crosswalk\nspanning Mission Drive at Newby Avenue. The final stages of the project have\nsince been implemented and completed. The crosswalk signal was activated on\nApril 15, 2025, marking the completion of all project components. The total\nconstruction budget, inclusive of a 10% construction contingency, amounted to\n$357,692.50.\nRecommendation: That the City Council take the following actions:\n1.\n\nAccept project completion for the Mission Drive Pedestrian Hybrid Beacon\nSystem Project – Project No. 24013 as performed by Calpromax Engineering,\nInc., with the final contract amount of $332,031.82; and\n\n2.\n\nAuthorize the recordation of Notice of Completion with the Los Angeles\nCounty Recorder and the release of retention funds 35 days thereafter.\n\nStaff Report

On July 1, 2022, the\nCity Council approved a three-year Professional Services Agreement with\nTranstech for building and safety services, that is scheduled to expire on June 30,\n2025. The scope of services includes serving and protecting the public by\nensuring that building construction complies with the California Building\nStandards Code (Title 28, California Code of Regulations) as well as State safety\nlaws, disabled access, and City Ordinances. The terms of the Agreement allow for\ntwo one-year extensions, and staff is recommending approval of the first one-year\nextension to a new expiration date of June 30, 2026.\n\nRecommendation: That the City Council approve the First Amendment authorizing a\none-year extension and the increase in hourly compensation in accordance with the\nCPI-U.\nStaff Report

M.\nAnnual Crossing Guard Cost Sharing Agreements with Rosemead and Garvey\nSchool Districts On June 27, 2023, City Council approved an award of contract to\nAll City Management Services, Inc. for a three-year Agreement. The proposed\nAgreements with Rosemead and Garvey School Districts are for cost sharing\n(one-half between the City and each District) for crossing guard services. The\ntotal cost for providing crossing guard services for both school districts is\napproximately $332,539.20. Rosemead School District’s portion is approximately\n$72,742.95 and Garvey School District’s portion is approximately $93,526.65. The\nCity’s portion is approximately $166,269.60 and is included in the City’s proposed\nFY 2025-26 Budget.\nRecommendation: That the City Council authorize the City Manager to execute the\ncost sharing agreements with Rosemead and Garvey School Districts for Fiscal Year\n2025-26 crossing guard services.\nStaff Report

N.\n\nAdopt Resolution No. 2025-23 - Approving SB1 Project List for Fiscal Year 2025-26\nUnder the Road Repair and Accountability Act of 2017 Senate Bill (SB) 1, also\nknown as the Road Repair and Accountability Act of 2017, was enacted to address\nCalifornia’s substantial backlog of road maintenance and infrastructure needs.\nThis legislation provides the City of Rosemead with access to funds for essential\nroad maintenance, rehabilitation, and critical safety improvements. For the\nupcoming FY 25-26 year, the City is projected to receive $1,335,861 in SB1funding. To remain eligible for these funds, the City must adopt a list of proposed\nstreet projects by resolution and file it with the California Transportation\nCommission. A.\n\nApproval of Ninth Amendment to City Clerk Employment Agreement and Approval\nof Salary Schedule Resolution No. 2025-25 The City and the City Clerk entered\ninto an Employment Agreement ("Agreement") on April 10, 2018. Section 3 of the\nAgreement permits the City Council to conduct performance evaluations and\ngrant increases in salary. Pursuant to Section 3(A)(2) of the Agreement, the City\nCouncil conducted the City Clerk’s performance evaluation on April 22, 2025. The\nCity Clerk received a "substantially exceeds expectations" review with a 5 rating.\nThereafter, on May 13, 2025 the City Council conducted a Closed Session to\nnegotiate compensation. At that Closed Session the Council directed a contract\namendment be presented to the Council providing for a 7% increase, bringing the\nCity Clerk’s total annual base salary from $164,604 to $176,124. As required by\nGovernment Code 54953(c)(3) prior to final action on the City Clerk’s salary or\ncompensation and benefits there must be an oral report of the change. Pursuant to Section 6(c) of the\nAgreement, the City Council conducted the City Manager’s performance\nevaluation on April 23, 2025, and the City Manager received a “substantially\nexceeds expectations” rating. On May 13, 2025, the City Council conducted a\nClosed Session on compensation and directed that an amendment to the\nAgreement be provided to the Council for consideration of approval for a 12%\nsalary increase effective May 13, 2025, from $256,992 to the amount of $287,832.\nAs required by Government Code 54953(c)(3) prior to final action on the City\nManager’s salary or compensation and benefits there must be an oral report of the\nchange. C.\n\nProfessional Services Agreement for Public Works Department City Engineering,\nTraffic Engineering, and Inspection Services The City’s existing agreement with\n\nTranstech Engineers, Inc., for engineering services is set to expire on June 30,\n2025. To continue providing critical engineering support for the City’s Capital\nImprovement Program and day-to-day operations, a Request for Proposals (RFP)\nwas issued on April 24, 2025. Five proposals were received and evaluated based\non qualifications, experience, staffing, and cost. Transtech Engineers, Inc.\nreceived the highest overall score and was determined to be the most qualified\nand cost-effective firm.\nRecommendation: That the City Council authorize the City Manager to enter into a\nProfessional Services Agreement with Transtech Engineers, Inc., to provide General\nEngineering, Traffic Engineering, and Inspection Services in an amount not-to-exceed\n$482,000 per year, for a term of three (3) years with the option to extend for up to two (2)\none-year extensions.\nStaff Report & Attachment A\nAttachment B - Transtech Engineers, Inc. D.\n\nPublic Safety Center Upgrades Project No. 31028 – Request for Additional\nAppropriation of Funds for Construction On October 8, 2024, the City Council\nawarded the Public Safety Center Upgrade project to Royal Construction Corp in\nthe amount of $2,626,800 ($2,388,000 construction and $238,800 10%\n\ncontingency). The construction is currently underway, but the project has faced\nseveral challenges from unforeseen conditions that require additional work\noutside of the original scope. Such work includes termite mitigation, a new fire\nalarm system, reconfiguration of office space for the new Public Safety Director,\nand others. The estimated cost of the additional work is $374,650, of which,\n$135,850 exceeds the project’s contingency.
