10B. Approve Plans for the Installation of Preferred Barrier Option (Wood Post\nWalls or Bollards), Rumble Strips, and Additional Signage at the North Coast\nHighway 101 and El Portal Roundabout. Environmental Considerations: The\nproject is exempt from the California Environmental Quality Act (CEQA),\npursuant to Sections 15311 of the CEQA Guidelines. Section 15311 exempts\nthe construction and replacement of minor structures. The project is\nconsistent with the CEQA exemption criteria. In addition, none of the\nexceptions listed in Section 15300.2 exist for the proposed project. Contact\nPerson: City Traffic Engineer Bandegan\nRecommended Action: 1) Provide direction to staff on the preferred barrier\noption (Wood Post Walls or Bollards), at the North Coast Highway 101 El\nPortal Roundabout; 2) Approve the plans and design for the installation of\npreferred barrier option (Wood Post Walls or Bollards), rumble strip and\nadditional signage at the North Coast Highway 101 and El Portal Roundabout;\nand 3) Adopt City Council Resolution No. 2025-12, titled "A Resolution of the\nCity Council of the City of Encinitas, California, Approving the Engineering\nDesign and Plans for Construction of Barriers at the Southwest and Northeast\nCorners of the North Coast Highway 101 and El Portal Street Roundabout,\nand Installation of Rumble Strips on North Coast Highway 101, Pursuant to\nGovernment Code Section 830.6."\n2025-06-11 Item 10B El Portal Bollards Design Approval
